Position Summary
We are hiring for the role of Payroll Manager in the Office of Finance & Accounting.

Essential Job Functions
  • Supervise and direct assigned personnel.
  • Operate payroll systems to protect data.
  • Serve as the city's primary resource on Federal, State, and City payroll laws, regulations, & policies.
  • Oversee all aspects of payroll processing.
  • Serve as the primary administrator of the city's payroll software system(s).
  • Serve as the primary point of contact for all city employees on payroll matters.
  • Maintain payroll records.

HEALTH INSURANCE BENEFITS
INSURANCE PREMIUMS:
The City of Noblesville pays 80% of the medical, dental and vision premiums for full-time city employees. Insurance premiums are deducted over 24 pays per year.

BENEFIT PLANS:

MEDICAL
Office visit co-pay: $40
Urgent care co-pay: $50
Emergency room co-pay: $175

In-network benefits:
Deductible: $400 individual / $800 family
Paid by plan after deductible is met: 80%
Out-of-Pocket maximum: $900 individual / $1,800 family

PRESCRIPTIONS/RX
Generic co-pay: $25
Brand name formulary co-pay: $35
Brand name non-formulary co-pay: $50

Employee Healthcare Clinic
Full-time employees have access to a Health and Wellness Clinic which provides many health and wellness services for employees and dependents on the city's medical healthcare plan. Many of the services provided are those you would expect to receive from a family physician. The clinic also provides generic prescriptions and clinical lab testing. All services provided at the Health and Wellness Clinic are provided at no cost to the employee.

Preventative services paid at 100%
Basic services paid at 80% ($50 deductible)
Major services paid at 50% ($50 deductible)
(A $50 deductible applies to Basic and Major services)

Routine Eye Exam: $0 co-pay (In-Network)
Hardware: Up to $600 Annually

Flex Spending enables you to reimburse yourself for an un-reimbursed health care or dependent care expenses using pre-taxed payroll deducted dollars.

LIFE INSURANCE
Employees are provided a city paid life insurance policy in the amount of $50,000.

RETIREMENT

DEFERRED COMPENSATION
Employees are eligible to participate in the deferred compensation program. The city will match a percentage of contributions up to $3,000 annually.

FINANCIAL WELLNESS

Longevity pay is paid in the amount of $120 for each calendar year of service, not to exceed twenty (20 ) years.

TIME OFF BENEFITS
Vacation
3 days : After first 90 days
Prorated: 90 days - 1 year
3 weeks: 2 to 9 years
4 weeks: 10 to 14 years
5 weeks: 15 years+

Sick Time
City employees earn seven (7) hours of sick time each month.

Float Days
City employees receive five (5) float days per year, which may be used as vacation days.

Holidays
The city recognizes and provides holiday pay for approximately eleven (11) holidays per year.
