Position: Payroll Manager
Reports To: Assistant Superintendent of Finance, Operations and Technology
Supervises: Payroll Clerk
Schedule: Full-Time, 12-Month Position
Salary Range: $ 85,000-95,000, commensurate with experience

POSITION SUMMARY

The Easton, Redding and Region 9 School Districts seek an experienced and detail-oriented Payroll Manager to lead payroll operations and ensure employees are paid accurately, completely and on time.

The Payroll Manager oversees payroll processing, verification, reconciliation, compliance and internal controls; supervises the Payroll Clerk; and works closely with Finance and Human Resources to ensure accurate compensation, timekeeping, benefits and employee information.

ESSENTIAL RESPONSIBILITIES

  • Manage regular, supplemental and correction payrolls for the three districts.
  • Review salaries, hourly pay, stipends, overtime, differentials and other compensation for accuracy.
  • Develop and maintain pre-payroll verification and post-payroll reconciliation procedures.
  • Review payroll registers, taxes, deductions and adjustments and promptly resolve discrepancies.
  • Serve as the district's primary operational expert for ADP, including processing, reporting and troubleshooting.
  • Work with ADP representatives to resolve system and processing issues.
  • Supervise and support the Payroll Clerk and establish clear workflows, deadlines, controls and backup procedures.
  • Interpret payroll provisions of collective bargaining agreements, employment contracts and salary schedules.
  • Collaborate with Human Resources to ensure salary, timekeeping, benefits and employee changes are accurately reflected in payroll.
  • Oversee federal and state tax withholding, FICA, W-2s and required payroll reporting.
  • Coordinate payroll deductions and reporting for Connecticut TRB, MERS and other retirement programs.
  • Work with Finance and Accounts Payable to reconcile and fund pension contributions.
  • Respond to employee questions regarding compensation, deductions, taxes, retirement contributions and corrections.
  • Maintain accurate payroll records, confidentiality and written payroll procedures.
  • Perform other payroll and finance-related duties as assigned.

QUALIFICATIONS

Required

  • Bachelor's degree in accounting, finance, business administration, human resources or related field, or an equivalent combination of education and substantial payroll experience.
  • Minimum five years of progressively responsible payroll, accounting or related financial experience.
  • Knowledge of payroll processing, tax withholding, reconciliation and internal controls.
  • Strong analytical, organizational, technology and problem-solving skills.
  • Proficiency with Microsoft Excel and Google Sheets.
  • Excellent communication and customer-service skills.

Preferred

  • Experience supervising payroll staff.
  • Connecticut public school, municipal or public-sector payroll experience.
  • ADP experience strongly preferred.
  • Knowledge of Connecticut TRB and MERS.
  • Experience interpreting collective bargaining agreements and processing unionized payroll.
  • Experience with multiple employee groups, salary schedules, stipends and overtime.
  • Payroll or related professional certification.
