Salary Information

HL21 - $74,093.00 - $96,320.98 per annum.

Duties and Responsibilities

Reporting to the Comptroller, the Payroll Manager is responsible for the effective management and delivery of payroll services for College of the North Atlantic. The position ensures accurate, timely, and compliant payroll processing in a complex, multi-campus environment.

The Payroll Manager provides leadership to payroll staff and works collaboratively with Human Resources, Finance, and external agencies to ensure compliance with legislation, collective agreements, and organizational policies.

  • Manage and approve payroll processing to ensure accuracy, timeliness, and compliance.
  • Approve payroll remittances, including government and third-party payments.
  • Supervise payroll staff, including work assignments, performance, and training.
  • Provide guidance on complex payroll calculations and issues.
  • Perform payroll processing and calculations, as required, to ensure operational continuity.
  • Interpret and apply collective agreements, labour standards, and payroll legislation.
  • Monitor changes to payroll legislation, CRA requirements, and WorkplaceNL regulations.
  • Review payroll liability reconciliations and resolve discrepancies.
  • Lead CRA and PIER reconciliations and related correspondence.
  • Coordinate WorkplaceNL annual reporting and premium calculations.
  • Liaise with CRA, WorkplaceNL, and other agencies on payroll matters.
  • Coordinate year-end payroll activities, including T4s and issue resolution.
  • Oversee T4A reporting and other required filings.
  • Prepare provincial compensation disclosure and payroll-related statistical reports.
  • Advise on payroll journal entries and support financial reporting.
  • Support audits and maintain effective internal controls.
  • Liaise with Human Resources on employee changes, payroll impacts, and collective agreement interpretation.
  • Provide payroll advice and updates to the Comptroller and Director of Finance.
  • Develop and maintain payroll processes and procedures to support continuous improvement.
  • Perform other related duties as required.


Screening Criteria
  • Degree in Business Administration, Commerce, or a related field (equivalencies may be considered).
    Recent and relevant payroll experience, including supervisory experience.
  • Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP) designation is preferred.

Assessment Criteria
  • Knowledge of Canadian payroll legislation, CRA requirements, and WorkplaceNL regulations.
  • Knowledge of labour standards legislation.
  • Knowledge of payroll accounting, reconciliations, and financial reporting practices.
  • Proficiency in payroll systems and related software.
  • Analytical and problem-solving skills, with the ability to resolve complex payroll issues.
  • Ability to communicate complex information clearly and effectively.
  • Ability to interpret policies, legislation, and agreements.
  • Ability to meet deadlines and manage competing priorities.
  • Ability to Lead and support staff effectively.
  • Ability to maintain confidentiality.
