Full Job Description
Under limited direction, administers and supports payroll, HRIS data management, payroll-related accounting and reporting, and HR operational controls for River City Bank. Processes and reconciles payroll, maintains accurate employee master data, supports employee lifecycle transactions, and prepares payroll, benefits, 401(k), compensation, audit, and regulatory reports. Serves as a primary resource for Paylocity and related HR/payroll systems, ensuring accurate data, timely processing, appropriate record retention, and compliance with Bank policies, internal controls, and applicable federal and state employment, wage and hour, tax, and benefits requirements.

Requirements

Minimum Qualifications
• High school diploma or general education degree (GED) required; bachelor's degree in Human Resources, Business Administration, Accounting, Finance, or related field preferred.
• Five (5) years of payroll, HRIS, benefits administration, accounting support, or related HR operations experience; experience in a financial institution or regulated environment preferred.
• Thorough knowledge of payroll processing, standard payroll calculations, employee master data maintenance, wage and hour requirements, employment taxes, payroll deductions, and payroll-related reconciliations.
• Working knowledge of HRIS/payroll systems; Paylocity experience strongly preferred.
• Working knowledge of benefits deductions, 401(k) payroll administration, leave-related payroll coordination, wage attachments, tax forms, and payroll reporting requirements.
• Ability to perform simple to complex mathematical calculations, including addition, subtraction, multiplication, division, ratios, percentages, wage-base calculations, and reconciliation of payroll and benefit data.
• Advanced proficiency with Microsoft Excel and strong proficiency with Word, Outlook, Teams, and payroll/HRIS reporting tools.
• Strong analytical, research, documentation, and problem-solving skills, with the ability to identify discrepancies and recommend corrective action.
• Excellent organizational and prioritization skills, with the ability to manage recurring deadlines and confidential information with a high degree of accuracy.
• Strong interpersonal and written communication skills, with the ability to explain payroll and HRIS information clearly and professionally to employees, managers, vendors, auditors, and internal stakeholders.
• Ability to read, analyze, and interpret payroll reports, HRIS reports, procedures, vendor documentation, audit requests, employment-related communications, and regulatory materials.

Preferred Qualifications
• Experience supporting payroll internal controls, access reviews, SOC/CUEC reviews, audit documentation, or FDICIA-related control evidence.
• Experience preparing payroll GL entries, payroll tax reconciliations, 401(k) contribution files, compensation survey data, or HR/payroll census reporting.
• Experience with HRIS configuration, report writing, SFTP reports, API requests, or system integration support.
• CPP, FPC, SHRM-CP, PHR, or similar payroll/HR certification preferred but not required.

Certificates/Licenses
• Valid California Driver's License and proof of adequate automobile insurance may be required if travel to Bank locations, vendor meetings, or training events is assigned.
• Payroll, HRIS, HR, or benefits certification preferred but not required.
