Position Summary Salary and BenefitsThis position is an appointed position. Individuals hired in this position have the opportunity to progress up to $204,464/year, which is the maximum salary for this position as of December 2025. A vehicle allowance is provided at $4,800 per year and a cell phone allowance is provided at $600 per year.
Benefits: Full City Benefits Package. The City of St. George covers 100% of the premiums for the High Deductible health plan for full-time employees and their qualified dependents. This position will receive four weeks of vacation time during the first year of employment, in addition to thirteen paid holidays. Position SummaryUnder the direction of the City Manager, provides leadership and overall management of the Parks and Community Services Department, including strategic and long-range planning, budget and financial management, and effective utilization of staff, facilities, equipment, and other resources.

- Directs the administration, operation, and maintenance of City parks, trails, related facilities, programs, special events, and other community services.
- Establishes and implements the vision, goals, policies, and procedures necessary for effective operation of the department, consistent with the priorities and direction of the City Council and City administration.
- Provides leadership, coaching, and development to department staff. Builds a strong team by establishing clear expectations, developing employees for increased responsibility, supporting professional growth, recognizing strong performance, and holding employees accountable for results.
- Directs preparation and administration of the department's annual operating and capital budgets. Oversees expenditures and ensures effective and responsible use of departmental resources. Identifies opportunities for appropriate cost recovery, revenue generation, and cost savings while maintaining established service priorities. Oversees applicable state and federal grants.
- Directs long-range planning for parks, facilities, recreation, open space, and other community needs, including development and implementation of department master plans. Works with staff, consultants, contractors, community groups, and City administration regarding future needs and development. Ensures facilities and assets are effectively managed and maintained to protect the City's investment.
- Develops and maintains effective partnerships with community organizations, businesses, other governmental entities, and stakeholders to support departmental and City priorities.
- Represents the department before the City Council, community organizations, professional organizations, governmental agencies, media, and the public. Prepares and delivers presentations regarding department programs, projects, priorities, and other matters.
- Evaluates the effectiveness, efficiency, and value of departmental programs, services, and operations. Applies a business-oriented approach to service delivery, including consideration of community benefit, participation and utilization, staffing and organizational capacity, cost recovery and revenue opportunities, and the overall financial sustainability of services. Prioritizes resources toward core priorities and opportunities that provide the greatest value to the community.

Qualifications Education: Graduation from accredited college or university with bachelor's degree in parks and recreation administration, public administration, business administration or closely related field.
Experience: Minimum of six (6) years full time progressively responsible experience in parks/recreation administration, of which two (2) years must have been in a managerial position as director, assistant director, or division head of a parks and /or recreation department.
Licenses and/or Certifications: Must possess a valid driver's license. A valid Utah Driver License must be obtained within (60) days of hire and be maintained throughout employment.
Knowledge, Skills, and Abilities - Provide effective leadership, develop staff, and build strong teams.
- Create and communicate a shared vision consistent with City Council and City administration priorities.
- Analyze complex issues, evaluate alternatives, and exercise sound business and financial judgment.
- Prepare and administer large operating and capital budgets and effectively allocate limited resources.
- Evaluate programs and services based on community benefit, utilization, cost, organizational capacity, and financial sustainability.
- Establish and maintain effective working relationships with elected officials, employees, community organizations, other governmental entities, and the public.
- Communicate effectively, both orally and in writing.

Benefits for full-time employees:Health CareThe City of St. George covers 100% of the premiums for the High Deductible health plan for full-time employees and their qualified dependents. The City also offers two Traditional medical plans. Employees have the option to upgrade to one of the City's Traditional medical plans with a lower deductible by paying a premium for the selected plan. The City also offers voluntary benefits including dental insurance, vision insurance, flexible spending and health savings accounts, and retirement savings plans at the employee's cost and discretion. Health care coverage begins the first day of employment.
RetirementThe City fully funds an employee pension plan through Utah Retirement Systems for each active full-time employee.
Paid Time OffPaid time off (PTO) hours are accrued according to the number of hours paid. Based on a full 40-hour work week, paid time off is accrued as follows: 2 weeks for years 0 through 3.99, 3 weeks for years 4 through 11.99, and 4 weeks for 12+ years.
HolidaysThe City has 13 paid holidays each year. If unused, holiday time can be used as Paid Time Off.
Sick LeaveThe City provides 12 days of sick leave each year. You can accrue sick leave without limit.
Life InsuranceAll active full-time employees enrolled in the employer sponsored medical plan are provided with $50,000 worth of life insurance. Spouses and dependents are provided with $5000 and $2500 respectively. Full-time employees are also provided with an AD&D policy for $50,000.
Long Term DisabilityAll active full-time employees enrolled in the employer sponsored medical plan are provided with LTD insurance benefits.
Educational Assistance ProgramThe City offers a reimbursement of 75% of the tuition and required student fees, up to $2,000 per fiscal year, for pre-approved courses for full-time employees when the employee meets the eligibility requirements. This reimbursement is not a guarantee, it is subject to the approval of the Department Head. Reimbursement will be reduced by any other financial aid that does not have to be repaid, such as the GI Bill, scholarships and grants.
Employee Assistance ProgramThe City offers an Employee Assistance Program to give full-time employees an additional level of support for personal, financial, and family issues. The Employee Assistance Program is 100% Confidential, offers a 24/7 Crisis Support Line, and there are no limits for sessions with a licensed counselor.
Recreation BenefitFree or discounted access to all 4 City Golf Courses, swimming pools and Recreation Center is available to all full-time employees.
Note: Golf course privileges are based on availability. Employees can book a tee-time within 24 hours or the same day, but may be turned away if there are no available tee-times. If you happen to be golfing with at least 2 paying customers; tee times can be set with more advance notice, but are still based on availability. Red Hills Golf Course will not be available to schedule tee times in advance --- walk on play based on availability only.
Voluntary BenefitsShort-Term Disability, Supplemental Life Insurance, Accidental Death and Dismemberment Insurance, Accident Insurance, and Hospital Indemnity Insurance; each are available on a voluntary basis to all Active Full-Time employees enrolled in an employer sponsored medical plan.
