POSITION SUMMARY/CLASS DESCRIPTION POSITION SUMMARY:Park supervisor in charge of directing the maintenance operations and assists programming assigned regional, community, and neighborhood parks within the Howard County Park System.
STARTING SALARY HIRING RANGE:
$32.03 - $35.02/hourly
$66,629 - $72,842/Annually*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.*
CLASS DESCRIPTION:Performs supervisory and advanced level operations service work under general supervision from an administrative or technical superior. Work includes directing activities of one or more crews of laboring and/or motor equipment, operation and repair personnel; driving and operating of heavy motor, construction and complex mechanical equipment; may direct and participate in the day to day operations of a large size site or sites.
*This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months**Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.**This position has been designated as "essential personnel," meaning an employee is expected to report for regular work shift during inclement weather, emergency situations, County holidays and on an on-call basis. ESSENTIAL DUTIES AND RESPONSIBILITIESCore Operations and Maintenance:- Plans, directs, and coordinates park maintenance operations across regional, community, and neighborhood parks.
- Performs and oversees routine playground inspections, maintenance, audits, logs, and replacement recommendations.
- Coordinates playground inspection and installation projects and orders replacement parts.
- Performs routine maintenance and inspection of dams, including high-hazard dams depending on assignment.
Staff Leadership and Supervision:- Learns and performs all essential job functions accurately.
- Determines job priorities, sets long- and short-term goals, and assigns staff.
- Develops and sets staff schedules, including weekends, evenings, holidays, and special events.
- Manages union employees within AFSME 3085 chain of command.
- Trains staff in park operations, maintenance techniques, equipment use, and safety procedures.
- Completes performance reviews for subordinate staff.
Project, Contractor, and Facility Oversight:- Oversees work tasks, inspects work in progress, approves completed jobs, and enforces safety regulations.
- Inspects work performed by contractors and developers and approves prior to payment.
- Develops specifications and purchasing documents for special projects, supplies, materials, tools, and equipment.
- Coordinates with other agencies for assistance with park projects and facility maintenance.
- Provides on-site management for special projects and events.
- Responsible for applying sustainability practices in all operations.
Public Interaction and Community Engagement:- Engages with community groups, sports organizations, and the general public to provide support and respond to questions.
- Handles considerable public contact, including Scout projects, conflict resolution, picnic shelter disputes, inquiries, and comments.
- Works closely with recreational staff to support programs.
- Coordinates meetings with community groups and county agencies.
Administrative and Reporting Responsibilities:- Prepares incident reports, police reports, timesheets, requisitions, inspection forms, chemical application cards, park and pavilion forms, monthly PDQ statements, and vandalism logs.
- Estimates supplies and materials, prepares supply requisitions, and maintains current inventories of tools, supplies, materials, and chemicals.
- Uses computer systems to review reservations for pavilions, facilities, and fields, access email, and complete performance evaluations.
- Assists supervisor with budget input and future site needs.
Emergency and Committee Participation:- Serves on committees as assigned.
- Works and cooperates with coworkers and supervisors at all levels.
- Resolves unusual and complex maintenance and public-relations problems.
- Considered essential personnel and required to work during emergency situations, including staffing the Department Operations Center.
SUPERVISORY RESPONSIBILITIES:Directly supervises full-time Park Maintenance Specialists, Park Maintenance workers, and Contingent employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Reviews individual progress reports, time sheets, leave requests, accident reports, and writes monthly reports on work accomplished, maintains records of materials and supplies used, man hours expended, and other relevant information.
MINIMUM REQUIRED EDUCATION/EXPERIENCE High School diploma or GED and four (4) years related experience or equivalent combination of education and experience.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:- Possession of a valid Maryland Class C driver's license. License must remain valid, as long as individual is employed in this class.
- Obtain CPR and First Aid certification within one year of employment.
- Obtain Maryland Pesticide Applicator Certification within two years of employment.
- Obtain National Playground Safety Inspector Certification within two years of employment.
- Completion of required National Incident Management Systems (NIMS) training within 6 months.
- Maryland Boater Safety Operator Certification may be required.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:- College or university program certificate; or two to four years related experience and/or training; or equivalent combination of education and experience.
- Working knowledge of Microsoft Word, Excel, and Outlook.
