Full Job Description
SAIC is seeking an experienced candidate to provide PACAF Warfare Center Support and is familiar with AF OTTI.

This is an onsite position, based out of Hickman / Pearl Harbor, HI...seeking local candidates.

Program/Task Overview:
  • This task will support the Exercises and Operational Training Infrastructure Division (AF/A35E) which is a division within Air Force Future Operations (AF/A35). AF/A35E provides strategic policy, guidance, and capability development for the Air Force Exercise Program and Operational Training and Test Infrastructure (OTTI), supports A35's role as OTTI Cross-Functional Team (CFT) lead, and serves as the operations subject matter expert for Strategic Basing and Encroachment Management.
  • Activities on this task will assist OTTI capability to develop coordination across all appropriate agencies as defined by the government. Strategic guidance and policy development is enabled through review of applicable publications and issuances as defined by the government.
  • The AF OTTI Master Capability Development Plan establishes lines-of-effort required to create relevant and realistic training infrastructure.
  • Effort may require the development of roadmaps, action plans, and/or reports to support execution of all lines-of-effort. Participation / support of established Working Groups will be required as they can support the capability gaps of individual agencies.

The goal of this effort is to assist agency-level execution of activity in support of AF OTTI Master Capability Development Plan LOEs. This effort will support:
  • Agency data collection efforts to establish OTTI baselines.
  • Initiatives linked to OTTI Master Capability Development Plan objectives.
  • Incumbents are aligned with the PACAF Warfare Center, USAF Warfare Center and serve as the key conduit between AF/A35 and the Centers.
  • Provides OTTI expertise, insight, and strategy policy insight to support Center initiatives, operations, and taskings - specifically with a focus on Exercises, Airspace, Ranges, synthetic training, Live, Virtual and Constructive (LVC) training, etc.
  • Liaises between AF/A35 and the Centers on OTTI crossflow and collaboration, ensuring that OTTI is appropriately represented in Center activities and taskings.
  • Provides subject matter expertise on OTTI topics to support Center activities and taskings.
  • Supports OTTI policy and guidance development and clarification between AF/A35 and the Centers.

Qualifications

Required Experience/Qualifications:
  • Experience managing AF OTTI elements, such as, airspace, ranges, simulators, or Distributed Mission Operations.
  • Demonstrated ability to develop and communicate strategies to accomplish AF-wide initiatives.
  • Experience with HAF and/or associated MAJCOM-level coordination processes, policy development and strategic communications at a senior level.
  • Demonstrated ability to develop networks and alliances and collaborate across boundaries with a wide range of cross-functional stakeholders.
  • Working knowledge of operational practices and policies of the OTTI and Modeling & Simulation Communities to support readiness training activities.4
  • Working knowledge with DoD Requirements Process (JCIDS)/Acquisition/PPBE and RMF compliance requirements.
  • Bachelor's and Fourteen (14) years of experience or relevant years of experience in lieu of degree.
  • US Citizen and possess an active Secret Clearance with the ability to obtain a TS/SCI

  • In residence PME (or sister service equivalent) graduate; IDE or higher.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
