Position classification: Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.
What Success Looks Like In This JobPerforms a variety of professional, technical, and analytical work in employee relations, talent development, team building, mediation, performance management, and other areas of human resources. The People and Culture (P&C) Business Partner works closely with departments to implement services, policies, partnerships and programs that support a high-performing and people-centered workforce. This role hinges on collaborative relationships with internal client groups to deliver meaningful HR solutions and partners across all levels of the organization to advance the County's mission and vision. Serves as the primary P&C point of contact for the assigned department or business unit.
Examples of Duties for Success - Serves as an internal consultant by providing responsible, professional, and technical guidance to assigned client groups, and others as needed, on a range of HR issues including employee relations, disciplinary action, coaching, recruitment, training, organization development and policy development/interpretation.
- Advises business leaders on employee behavior, performance, and policy interpretation; regularly supports leadership in drafting performance plans and disciplinary documentation.
- Manages and resolves complex employee relations matters by facilitating open dialogue and applying conflict resolution techniques between managers/supervisors and employees.
- Coaches employees within assigned client groups to strengthen work relationships, enhance productivity, and improve morale.
- Partners with the recruitment team and client groups to support hiring efforts by coaching and training hiring managers, participating in interviews, attending job fairs, and helping implement effective selection strategies.
- Supports the development and implementation of retention strategies; leads, organizes, or contributes to related projects and initiatives.
- Assists with the delivery and facilitation of initiatives such as new hire orientation, course facilitations, employee recognition programs, culture-building activities, organizational effectiveness events, and special projects.
- Contributes to strategic People and Culture Services initiatives, including performance management, process improvement, and operational efficiency efforts.
- Ensures compliance with applicable federal, state, and local laws, regulations, and ordinances.
- Administer unemployment claims for client groups including communicating with the vendor and relevant parties to ensure claims are handled appropriately and in the best interest of the county.
- Performs special projects, studies, and tasks as assigned.
KNOWLEDGE, SKILLS & ABILITIES:- Strong knowledge of modern People and Culture centric principles and best practices in human resources.
- Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
- Skilled in navigating diverse employee relations scenarios with empathy and objectivity.
- Knowledge of compensation and benefits principles.
- Ability to interpret and apply relevant laws and regulations.
- Strong analytical skills with the ability to organize and interpret data.
- Effective written and verbal communication skills.
- Ability to build and maintain positive, collaborative relationships across the organization.

Supervisory Responsibilities: Qualifications for SuccessExperience: - Minimum three (3) years of progressive and diversified Human Resources experience, including a minimum of 1 year directly related employee relations experience.
- Labor Relations/Union workforce experience preferred.
Education and Training:- Bachelor's Degree from an accredited college or university with major course work in Human Resources Management or a related field preferred.
A combination of education and equivalent work experience may also be considered. We will consider one year of relevant work experience for each year of education (example: four-year degree would be considered four years of experience).
License or Certificate:- Possession of, or the ability to obtain a valid Colorado Driver's License and insurance within 30 days of employment.
- SPHR/PHR, SHRM CP/SHRM SCP or any other relevant certification desired.
Background Check: Must pass a criminal background check and an MVR.
More Qualifications for SuccessThis position will require some travel between locations. The locations are all located within Adams County, Colorado. Candidate should have the ability and means to travel as needed for the position.
