As a Program Manager for the Outpatient Competency Restoration Program (Health Care Program Manager), you will play a key role in a statewide initiative that helps people with behavioral health or other conditions get the services they need to understand and take part in their own court case, all from within their own communities instead of a hospital setting. This position will lead programmatic oversight, contract negotiations, guide policy development, and partner with behavioral health agencies across Washington to shape a program that is expanding statewide. About the position:

This position serves as Program Manager for the Outpatient Competency Restoration Program (OCRP) under the statewide and Trueblood v. WA settlement, overseeing community-based competency restoration services for people charged with crimes as an alternative to inpatient restoration. The role manages the full program lifecycle by developing goals, policies, and procedures while negotiating and administering multi-million-dollar contracts with licensed behavioral health agencies. This role will also provide technical assistance and compliance oversight to contracted providers, monitor performance metrics and forensic evaluation audits, and lead quality improvement initiatives. This position works closely with the other positions on the Trueblood team including the Forensic Projects for Assistance in Transition from Homelessness (FPATH), Forensic Housing and Recovery through Peer Services (FHARPS), the Post-FHARPS Global Leasing, and Trueblood Diversion program managers.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
Duties
Some of what you will do:

• Serves as a statewide subject matter expert to top-level HCA managers, DSHS leadership, Attorney Generals, State Councils on matters regarding Outpatient Competency Restoration as it relates to the Trueblood Settlement Agreement.
• Provide direct guidance, oversight, and consultation to the teams, responsible for the accountability and performance requirements of the OCR programs across the state.
• Develop, negotiate, execute, implement, and manage contracts with community behavioral health providers to ensure providers implement and adhere to standards of the HCA approved competency restoration program.
• Manage, train, and develop policies related to the ongoing service provision of the Outpatient Competency Restoration Programs.
• Act as the subject matter expert on OCRP services to internal and external Trueblood stakeholder groups, primarily to top level managers, including making recommendations to the Governor's office and legislative branch and regional court personnel.
• Produce thoughtful critiques and creative solutions about the ways in which Washington's outpatient competency restoration program can both be modelled after and operate differently than other out-of-custody restoration programs in the nation.
• Manage the fiscal accountability of the multi-million-dollar program budget for the Outpatient Competency Restoration programs, approve invoices, and tracks utilization of the program.
• Provide technical assistance to other entities as needed including MCOs, ASOs, treatment programs, jails, forensic navigators, Trueblood Settlement Agreement programs, other elements of the forensic system, tribal partners, sister state agencies, stakeholders and community partners.
• Reviews and makes recommendations for adjustments in the competency restoration program to best serve those enrolled.
• Provides written and verbal presentations related to the OCRP for policy makers, court personnel, and other stakeholders.
• Participates in cross State agency and regional implementation and collaboration meetings.
• Update contracts with amendments for current providers or adds contracts with new providers as needed to meet goals and allocates program resources based on the needs and feedback from system partners.
• Provide fiscal modeling for proposed legislation and bill analysis as the subject matter expert to forecast how proposed legislation would impact OCRP.
• Plans, prioritizes, and monitors use of budgets and resources.
• Produce ongoing and ad hoc reports, data, and presentations as assigned and requested related to competency restoration programs and services.

Qualifications
Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

Master's degree or higher in Psychology, Sociology, Social Work, Related Human Service or Rehabilitation Services course of study, or closely related field and three (3) years of the required experience below

Option 2:

Bachelor's degree in a field identified above, and five (5) years of the required experience below

Option 3:

Associate degree in a field identified above, and seven (7) years of the required experience below

Option 4:

Nine (9) years of the required experience below
The required experience includes:

• Demonstrated knowledge of Washington State's community behavioral health system.
• Demonstrated knowledge of Washington State's crisis continuum of care.
• Demonstrated knowledge of the Trueblood v DSHS lawsuit.
• Demonstrated knowledge of the forensic and criminal court system.
• Demonstrated knowledge of the intersections of behavioral health and the law.
• Demonstrated knowledge of federal and state behavioral health statutes, rules and regulations including Medicaid regulations.
• Demonstrated knowledge of behavioral health managed care principles and contract issues, access, medical necessity, resource management, quality improvement, cultural competency, and provider contracting including priorities and rules related to federal funding.
• Demonstrated knowledge of the role of Certified Peer Counselors within the community behavioral health system.
