Organizational Change Management (OCM) Director

The OCM Director will be responsible for developing the Organizational Change Management (OCM) strategy and partnering closely with LDH stakeholders to execute the plan, ensuring a smooth transition from the current operating environment to the future state while maximizing project adoption and business benefits.

Key Responsibilities
  • Lead all Organizational Change Management activities for the Enrollment Broker implementation project.
  • Develop and maintain the comprehensive Organizational Change Management (OCM) Plan.
  • Partner with Louisiana Department of Health (LDH) leadership and project stakeholders to execute the OCM strategy.
  • Assess organizational readiness and identify impacts to business processes, operations, and end users.
  • Develop change strategies that promote user adoption and minimize resistance.
  • Create and implement stakeholder engagement and communication plans.
  • Support leadership coaching and change champion initiatives.
  • Coordinate change management activities with project management, training, communications, and technical teams.
  • Develop change impact assessments and organizational readiness assessments.
  • Track OCM metrics, risks, issues, and adoption progress throughout the project lifecycle.
  • Provide regular status updates and executive-level reporting.
  • Facilitate workshops, meetings, and presentations with executive leadership and stakeholders.
  • Ensure organizational transformation activities align with project goals and expected business outcomes.
Minimum Qualifications
  • Bachelor's degree in Business Administration, Organizational Development, Human Resources, Public Administration, Information Systems, or a related field (Master's degree preferred).
  • Minimum 4 years of experience leading Organizational Change Management (OCM) efforts for large-scale system implementation projects.
  • Demonstrated experience developing and executing Organizational Change Management plans.
  • Experience leading organizational transformation initiatives within complex organizations.
  • Strong understanding of change management methodologies such as Prosci, ADKAR, Kotter, or similar frameworks.
  • Experience working with executive leadership, cross-functional teams, and external stakeholders.
  • Exceptional communication, presentation, facilitation, and interpersonal skills.
  • Strong organizational, analytical, and problem-solving abilities.
  • Ability to manage multiple priorities in a fast-paced project environment.
Preferred Qualifications

  • Experience supporting state or government agencies.
  • Healthcare or Medicaid systems implementation experience.
  • Prosci Change Management Certification or equivalent certification.
  • Experience with Enrollment Broker, eligibility, healthcare, or public sector modernization projects.
  • PMP certification is a plus.
