Full Job Description
Citi is looking for an Oracle Database PL/SQL Developer (Applications Development Senior Programmer Analyst - C12) to design and deliver high-performance Oracle database solutions that power critical business operations across a global financial institution. In this role, you will work at the intersection of database engineering and data delivery, collaborating with cross-functional teams to translate complex business requirements into scalable, production-grade Oracle solutions.

Responsibilities
  • Design and build Oracle database solutions including PL/SQL packages, stored procedures, functions, triggers, views, materialized views, and sequences, engineered for high performance, scalability, and long-term maintainability.
  • Develop and maintain ETL workflows, data transformation pipelines, validation frameworks, and batch processing solutions that ensure reliable and accurate data movement across systems.
  • Create and manage database migration scripts, schema updates, and automated deployment packages to support consistent and repeatable release processes.
  • Tune and optimize database performance using execution plans, indexing strategies, partitioning, optimizer statistics, and Oracle diagnostic tools to eliminate bottlenecks and improve throughput.
  • Build and maintain database unit tests, regression tests, and data validation tests to verify the integrity of SQL, PL/SQL, ETL, and migration changes across all environments.
  • Integrate database solutions into CI/CD pipelines, applying automated testing, deployment, and monitoring practices to support continuous delivery of quality database changes.
  • Use AI-powered development tools, including GitHub Copilot and similar assistants, to accelerate SQL and PL/SQL development, code review, documentation, and knowledge sharing.
  • Partner with business analysts and stakeholders to capture requirements and translate them into clear, implementable technical specifications.


Required Qualifications & Skills
  • Bachelor's degree in computer science, information technology, or a related field or equivalent experience.
  • 5 or more years of hands-on Oracle development, with demonstrated experience designing and delivering complex database solutions in production environments.
  • Advanced proficiency in SQL and PL/SQL, including complex query design, table design, data analysis, and table partitioning.
  • Practical experience with database performance tuning, covering execution plan analysis, indexing strategies, partitioning techniques, and the use of Oracle monitoring and diagnostic tools.
  • Exposure to cloud technologies and platforms (OCI, AWS, or Azure), including an understanding of cloud-hosted database architectures, deployment models, and operational best practices.
  • Familiarity with Agile development methodologies and the ability to deliver iteratively within sprint-based workflows.
  • Clear and effective communication skills, with the ability to collaborate across engineering, business, and analytical teams.

  • Oracle Certification demonstrates a validated depth of platform knowledge and is considered an advantage.
