About the role

Concept Plus is seeking a Project Manager that will lead the team in supporting the modernization and migration of a government agency's Oracle E-Business Suite (EBS) environment from an on-premises infrastructure to Oracle Cloud Infrastructure (OCI) FedRAMP Moderate within the Oracle U.S. Government Cloud regions. This role is responsible for successful project execution from assessment through production cutover while ensuring compliance with contractual requirements, project schedules, security standards, and client expectations. You are responsible for overall project delivery, planning, scheduling, risk management, quality assurance, customer communications, and coordination with the Agency / Prime Contractor. The Project Manager ensures all technical workstreams are integrated, milestones are achieved, deliverables meet quality standards, and the migration is successfully completed by the required production cutover date.

What you'll do

  • Lead overall execution from project initiation through final transition.
  • Complete the draft WBS to determine project tasks, resources, dependencies, risks, duration, and effort
  • Develop the Integrated Project Schedule (IPS) to determine project critical path and dependencies.
  • Use Kanban board and daily standups to manage team activities, risks, and impediments.
  • Manage project scope, schedule, budget, and quality.
  • Serve as the primary management interface with Agency / Prime Contractor leadership.
  • Coordinate technical activities with all personnel.
  • Facilitate project kickoff meetings, status meetings, technical reviews, and executive briefings.
  • Prepare and deliver weekly and monthly project status reports.
  • Maintain the project Risk, Issue, Action Item, and Decision (RAID) log/playbook.
  • Manage project risks and mitigation strategies.
  • Coordinate deliverables and ensure timely submission.
  • Support change management activities and evaluate impacts to scope, schedule, and cost.
  • Monitor project performance
  • Ensure compliance with contract requirements, quality standards, and security policies.
  • Coordinate knowledge transfer and project closeout activities


Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Business, Engineering, or related discipline.
  • Minimum ten (10) years of IT Project Management experience.
  • Minimum five (5) years managing Federal Government IT projects.
  • Demonstrated experience leading large Oracle enterprise application implementations or migrations.
  • Experience managing multi-disciplinary technical teams.
  • Experience using PMI project management methodologies
  • Experience with Agile delivery methodologies
  • Experience with on premises to cloud migrations


Preferred Qualifications

  • Experience managing Oracle EBS migrations to Oracle Cloud Infrastructure.
  • Experience supporting Oracle Government Cloud environments.
  • Experience managing FedRAMP Moderate cloud migration projects.
  • Experience supporting Oracle EBS Release 12.2.x.
