POSITION: Operations Manager - Metro Hartford Innovation Systems - Central Office
REPORTS TO: Department Chief, Executive Director, or Designee
POSITION SUMMARY: The Operations Manager serves as a key operational partner to department leadership by coordinating, overseeing, and managing the department's administrative and operational functions. The Operations Manager develops and maintains efficient systems, workflows, and internal controls that support effective service delivery and allow department leadership to focus on strategic priorities and districtwide initiatives.
The position is responsible for coordinating departmental operations, budget monitoring, purchasing and procurement, personnel and payroll processes, contracts, records management, scheduling, facilities and technology needs, project management, data tracking, compliance, and other administrative functions. The Operations Manager works collaboratively with Human Resources, Finance, Procurement, Payroll, Facilities, Information Technology, and other district departments to ensure timely and effective execution of departmental priorities.
RESPONSIBILITIES:Department Operations- Coordinate the day-to-day administrative and operational functions of the department and ensure that established priorities, deadlines, and deliverables are effectively managed.
- Develop, implement, and maintain operational procedures, workflows, internal controls, tracking systems, and administrative protocols to promote consistency, accountability, and efficiency.
- Manage departmental calendars, operational timelines, recurring activities, meetings, events, and major initiatives.
- Serve as an operational liaison between the department and other central-office divisions to facilitate timely resolution of administrative and operational matters.
- Identify operational challenges and recommend process improvements to department leadership.
Budget, Purchasing & Financial Operations- Assist department leadership with monitoring departmental budgets, expenditures, encumbrances, and available balances.
- Coordinate purchase requisitions, purchase orders, invoices, contracts, reimbursements, and other financial documentation in accordance with district procedures.
- Maintain budget and expenditure tracking systems and provide regular reports to department leadership.
- Coordinate with Finance and Procurement to resolve budget, purchasing, vendor, invoice, and contract-related matters.
- Support grant-funded activities by monitoring expenditures, documentation, deadlines, and allowable uses of funds, as assigned.
Personnel & Payroll Operations- Coordinate departmental personnel transactions and serve as an operational liaison with Human Resources and Payroll.
- Support onboarding and offboarding activities, position changes, staffing documentation, payroll submissions, time and attendance processes, and other personnel-related transactions.
- Maintain accurate departmental staffing records, organizational charts, position information, vacancies, and other workforce documentation.
- Track personnel actions and follow up with appropriate departments to facilitate timely processing.
- Maintain confidentiality of employee, financial, and other sensitive district information.
Contracts, Records & Compliance- Coordinate departmental contracts, agreements, renewals, approvals, and related documentation.
- Maintain organized departmental records and ensure required documentation is appropriately retained and accessible.
- Monitor operational deadlines, reporting requirements, and departmental compliance obligations.
- Assist leadership with preparing documentation for audits, reviews, public records requests, Board matters, or other district requirements, as appropriate.
- Ensure departmental administrative practices are consistent with district policies, procedures, and applicable requirements.
Facilities, Technology & Administrative Resources- Coordinate departmental facilities, equipment, supplies, technology, telecommunications, and workspace needs.
- Submit and monitor facilities and technology service requests and coordinate resolution with appropriate district departments.
- Manage departmental inventory and assist with planning for equipment, technology, furniture, and other operational resources.
- Coordinate office moves, workspace changes, and other operational transitions as needed.
Project & Initiative Management- Coordinate special projects and districtwide initiatives assigned to the department.
- Develop project timelines, identify milestones and deliverables, monitor progress, and communicate status updates to department leadership.
- Coordinate meetings, workgroups, committees, professional activities, and departmental events.
- Facilitate follow-up on assignments and action items to ensure projects remain on schedule.
- Collaborate across departments to support implementation of strategic and operational priorities.
Data, Reporting & Continuous Improvement- Develop and maintain operational trackers, reports, dashboards, and other tools to support departmental decision-making.
- Analyze operational data to identify trends, workflow challenges, service gaps, and opportunities for improved efficiency.
- Monitor key departmental deadlines, service metrics, and performance indicators.
- Recommend improvements to systems, processes, and administrative practices based on operational data and departmental needs.
- Support implementation and monitoring of corrective actions and process improvements.
QUALIFICATIONS/SKILLS/ABILITIES OF IDEAL CANDIDATE:- Bachelor's degree in Business Administration, Public Administration, Operations Management, Finance, Human Resources, Education Administration, or a related field preferred.
- Five (5) years of progressively responsible experience in operations, administration, project management, finance, human resources, or a related field; experience in a public-school district, governmental agency, or similarly complex organization preferred.
- Demonstrated experience coordinating multiple operational functions, projects, deadlines, and stakeholders.
- Experience with budget monitoring, purchasing, procurement, cost analysis, contracts, or financial administration.
- Strong proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, and PowerPoint, and the ability to learn district information systems.
- Strong analytical, organizational, project-management, problem-solving, and time-management skills.
- Ability to develop and maintain effective administrative systems, workflows, tracking mechanisms, and internal controls.
- Excellent written and verbal communication skills and demonstrated ability to collaborate effectively with employees at all organizational levels.
- Ability to exercise sound judgment, maintain confidentiality, manage competing priorities, and work independently with limited supervision.
- Ability to work effectively under pressure in a fast-paced environment and work a flexible schedule when operational needs require.

SALARY AND TERMS OF EMPLOYMENT: This non-bargaining position has a 12-Month work year. Salary is $90,000, commensurate with education and experience.
