Opportunity

PeopleTec is seeking an experienced Operations and Administrative Officer to support the Light Artillery Systems Product Office within Project Manager Howitzer Systems at Picatinny Arsenal, New Jersey. This position serves as a senior operational and administrative advisor to Product Office leadership. The employee independently manages significant staff actions, evaluates competing priorities, recommends courses of action, and develops processes that support efficient program execution. The role requires discretion and independent judgment in resolving operational issues, coordinating cross-functional activities, and advising leadership on matters affecting Product Office operations.
Duties
  • Advise Product Office leadership and PM Howitzer Systems O5- and O6-level operations officers on operational priorities, staff actions, risks, and recommended courses of action.
  • Independently analyze incoming taskers, Requests for Information, data calls, and leadership requirements to determine priority, responsible stakeholders, coordination needs, and appropriate follow-up.
  • Manage significant actions through completion, identify potential delays or conflicts, and recommend corrective or escalation actions.
  • Evaluate competing calendar, meeting, and event requirements and recommend prioritization, delegation, or scheduling solutions based on mission impact.
  • Plan and coordinate leadership reviews, Integrated Product Team sessions, working groups, conferences, site visits, and other complex engagements.
  • Develop executive-level correspondence, information papers, briefings, staffing packages, decision materials, and recommendations.
  • Analyze recurring reports, metrics, and status information to identify trends, risks, and matters requiring leadership attention.
  • Evaluate administrative and operational processes and independently recommend and implement improvements to increase efficiency, accountability, and organizational effectiveness.
  • Develop and maintain standard operating procedures, internal controls, continuity materials, and Product Office operating processes.
  • Coordinate with government personnel, contractors, functional teams, and external stakeholders to resolve operational issues and support program objectives.
  • Oversee administrative functions such as onboarding, records management, personnel-action tracking, office resources, and organizational reporting to ensure they support mission requirements.
  • Perform assignments with limited supervision and determine the appropriate methods and approach for completing work within established authority and contract scope.


Qualifications

Required Skills/Experience:
  • 8-12 + years of relevant experience in operations, administrative management, executive support, program support, or a related field.
  • Relevant experience supporting Army, DoD, or Federal Government organizations in operations, administrative management, executive support, program support, or related functions.
  • Experience supporting senior leaders within Program Executive Office (PEO), Project Manager (PM), Product Manager (PdM), headquarters staff, Development Command (DEVCOM) or comparable organizations.
  • Demonstrated ability to manage multiple competing priorities, taskers, and suspense requirements in a fast-paced environment.
  • Experience preparing executive correspondence, briefing materials, meeting packages, reports, and other leadership products.
  • Experience working in a fast-paced organization requiring expedited responsiveness supporting Army Senior Leadership requests.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite, including Outlook, Word, PowerPoint, Excel, Teams, and SharePoint.
  • Ability to operate independently with minimal supervision while exercising sound judgment and discretion.
  • Strong attention to detail and commitment to quality.
  • Must have a current driver's license.
  • Travel: Up to 10%.
  • Must be a U.S. Citizen.
  • Active U.S. DoD Secret clearance required.

Education Requirements:
  • Bachelor's degree from an accredited college or university in Business Administration, Management, Communications, Public Administration, Organizational Leadership, or a related field.

Desired Skills:
  • Experience using Defense Travel System (DTS) and coordinating official travel for senior government personnel.
  • Experience using MeSpace, TEDS, or applicable personnel records, training, and documentation processing systems.
  • Familiarity with Army acquisition processes, milestone reviews, and acquisition lifecycle activities.
  • Experience coordinating executive engagements, site visits, General Officer/SES visits, conferences, and special events.
  • Working knowledge of Army task management systems, staff action processes, and staffing packages.
  • Experience developing and maintaining Standard Operating Procedures (SOPs), continuity books, and organizational business processes.
  • Experience supporting budget tracking, resource management, or program planning activities.
  • Knowledge of Army organizations and stakeholders associated with the acquisition community, including Portfolio Acquisition Executives (PAE), Portfolio Management Executives (PME), Program Executive Offices, Project Managers, Product Managers, and supporting functional organizations.
