Operational Readiness & Training Support Specialist (Site Lead)

Clark Creative Solutions is seeking a highly motivated Operational Readiness & Training Support Specialist (Site Lead) to support the Defense Threat Reduction Agency (DTRA) Countering Weapons of Mass Destruction (CZ-CO) mission at Fort Belvoir, VA. This position provides critical operational, policy, and strategic planning support for highly sensitive national security missions. The selected candidate will work directly with senior DTRA leadership, the Office of the Secretary of Defense (OSD), Joint Staff, Geographic Combatant Commands (GCCs), interagency partners, and other Department of Defense organizations to develop and execute policies, plans, and operational capabilities that advance U.S. national defense objectives.

This role requires a proactive professional capable of operating in a fast-paced environment, managing high-visibility tasks, and supporting time-sensitive crisis and contingency operations.
Key Responsibilities
  • Provide operational and policy support to DTRA CZ-CO mission requirements and strategic initiatives.
  • Develop, coordinate, and implement detailed plans supporting operational execution, policy development, and strategic objectives.
  • Represent CZ-CO and DTRA in engagements with senior government officials, military leaders, and interagency stakeholders.
  • Support planning, coordination, and execution of highly sensitive operational missions.
  • Assist in forecasting operational requirements and identifying capability gaps across evolving mission areas.
  • Collaborate with DoD components, Combatant Commands, federal agencies, and interagency partners to synchronize mission planning and execution.
  • Validate operational requirements and identify shortfalls impacting mission effectiveness.
  • Coordinate and monitor research and development (R&D) initiatives supporting operational capability enhancements.
  • Advocate for improvements across doctrine, organization, training, materiel, leadership, education, personnel, and facilities (DOTMLPF-P).
  • Support strategic planning efforts and provide operational expertise during crisis action planning and contingency operations.
  • Manage and respond to executive-level taskings through the DTRA Enterprise Information System (EIS).
  • Prepare briefings, reports, decision papers, and staff packages for senior leaders.
Required Qualifications
  • Active Top Secret/SCI Security Clearance.
  • Minimum 5 years of Department of Defense (DoD) experience.
  • High School Diploma or equivalent required.
  • Demonstrated experience supporting military operations, strategic planning, policy development, or national security programs.
  • Strong written and verbal communication skills, with experience preparing executive-level correspondence and briefings.
  • Ability to coordinate across multiple organizations and stakeholders in a dynamic operational environment.
  • Experience working with senior military and civilian leadership.
  • Proficiency with Microsoft Office Suite and government information management systems.
Preferred Qualifications
  • Bachelor's degree in Public Policy, International Relations, National Security Studies, Political Science, Business Administration, or a related field.
  • Experience supporting DTRA, Joint Staff, Combatant Commands, OSD, SOF, or other DoD headquarters organizations.
  • Familiarity with capability development, force modernization, and DOTMLPF-P processes.
  • Experience supporting crisis action planning and contingency operations.
