Job Title: Operational Excellence Consultant
Location: 1605 Rock Merritt Ave, Fort Liberty, NC 28307
Summary:The customer requires support to accelerate and improve operations and processes related to personnel, readiness, sustainability, and training. The Operational Excellence Consultant will support the Army in assessing current "As-Is" processes, defining desired "To-Be" states, identifying alternative solutions, and helping execute approved solutions to improve operations through enhanced processes, technology enablers, and practical implementation support.
The Operational Excellence Consultant will serve as a key member of the Operational Excellence team and will partner with business leaders, project teams, and stakeholders to drive sustainable organizational transformation. This role combines Organizational Change Management (OCM) practices with Operational Excellence methodologies to ensure process improvements, strategic initiatives, technology implementations, and business transformations are successfully adopted and sustained.
The consultant will focus on the people side of change while supporting continuous improvement efforts that improve organizational performance, operational efficiency, employee engagement, and customer outcomes. The consultant will work across multiple initiatives to help leaders assess change impacts, manage stakeholder engagement, reduce resistance, build organizational readiness, and promote a culture of continuous improvement.
Responsibilities:- Partner with project teams, business leaders, and stakeholders to develop and execute change management strategies aligned with organizational objectives.
- Support the Army in analyzing current-state "As-Is" operations and defining future-state "To-Be" processes.
- Present alternative solutions and support the execution of approved process, operational, and technology improvement initiatives.
- Conduct stakeholder analyses and assess organizational readiness for change.
- Develop and implement communication plans, engagement strategies, training plans, and adoption plans.
- Identify and proactively address sources of resistance to support successful change adoption.
- Facilitate leadership alignment sessions, workshops, stakeholder meetings, and engagement activities.
- Monitor change adoption, employee sentiment, and organizational readiness using qualitative and quantitative measures.
- Support leaders in building change leadership capabilities and fostering employee commitment to transformation initiatives.
- Collaborate with Operational Excellence teams to support process improvement, Lean, Six Sigma, continuous improvement, and business transformation initiatives.
- Integrate change management practices into continuous improvement efforts to ensure sustainable results.
- Identify barriers to process adoption, operational efficiency, and performance improvement.
- Support the development of future-state operating models, process standardization efforts, and continuous improvement roadmaps.
- Facilitate cross-functional collaboration to improve efficiency, effectiveness, readiness, sustainability, training outcomes, and customer results.
- Promote a culture of accountability, innovation, continuous learning, and operational excellence.
- Support multiple transformation initiatives simultaneously across business functions.
- Develop and maintain change impact assessments, stakeholder engagement plans, adoption metrics, and readiness assessments.
- Track and report key performance indicators related to change effectiveness, adoption, operational improvement, and business outcomes.
- Collaborate with project managers, process improvement specialists, and business leaders to align change activities with project milestones.
- Ensure change management deliverables are integrated into project governance and execution plans.
- Support sustainable adoption of new processes, systems, tools, and ways of working.
- Help reduce resistance, accelerate time-to-adoption, and improve employee and customer outcomes.
- Measure and report improvements in operational performance, efficiency, quality, and effectiveness.
Requirements:- Bachelor's degree in Business, Organizational Development, Human Resources, Psychology, Communications, Leadership, or a related field.
- 3-7 years of experience in Organizational Change Management, Operational Excellence, Continuous Improvement, Project Management, Organizational Development, or a related discipline.
- Knowledge of change management frameworks such as Prosci ADKAR, Kotter, Lewin, or similar methodologies.
- Familiarity with Lean, Six Sigma, Continuous Improvement, Operational Excellence, or Business Process Improvement methodologies.
- Experience supporting process improvements, strategic initiatives, technology implementations, or business transformation efforts.
- Strong facilitation, communication, stakeholder engagement, and relationship-building skills.
- Experience working with cross-functional teams and matrixed organizations.
- Strong analytical and problem-solving skills with the ability to interpret data and translate insights into action.
- Ability to develop change impact assessments, stakeholder engagement plans, communication plans, training plans, and adoption metrics.
- Ability to track KPIs and report on change effectiveness, readiness, adoption, and operational performance.
- Strong business acumen, emotional intelligence, collaboration, influence, and organizational agility.
- Ability to support multiple initiatives simultaneously and work effectively with leaders, project teams, and stakeholders.
Preferred Qualifications:- Change Management certification such as Prosci, ACMP, or equivalent.
- Lean Six Sigma Green Belt or equivalent Operational Excellence certification.
- Experience supporting enterprise transformation, digital transformation, restructuring, or process improvement initiatives.
- Experience developing dashboards, metrics, and reporting tools to measure change adoption and operational performance.
- Experience supporting government, federal, DoD, Army, or large-scale organizational transformation initiatives.
- PMP, CAPM, or other project management certification is a plus.
- Experience with process excellence, stakeholder management, strategic communication, facilitation, coaching, and data-driven decision making.
