Full Job Description
Position Overview

The HSE Onshore Program Manager will serve as the subject matter expert and is responsible for establishing and leading the Health, Safety, and Environmental (HSE) function for Hanwha's U.S. Onshore Operations. During the initial phase of the role, the position will focus on the development and implementation of HSE management systems, organizational structures, procedures, programs, and governance processes necessary to support the establishment of a new U.S.-based operating entity.

Working closely with Korean and Houston corporate teams, and projects, the position will align existing Hanwha HSE standards and processes to meet U.S. regulatory requirements, client expectations, and industry best practices while supporting the development of future project execution capabilities.

Dependent on project demands, the position may be expected transition into the role of Project HSE Manager for the initial project execution, providing direct leadership of project HSE activities and serving as the primary HSE subject matter expert for project management, client representatives, and construction teams throughout project execution, commissioning, and startup.

Key Responsibilities

  • Establish the HSE organization for U.S. onshore operations, including structure, roles, and governance frameworks.

  • Provide HSE leadership across all project phases, including planning, execution, and closeout.

  • Support project teams through planning reviews, contractor management, and performance reporting
  • Lead development of HSE culture programs aligned with corporate values and U.S. workforce expectations.
  • Establish training, competency, and onboarding programs for employees and contractors.
  • Mentor HSE personnel and support workforce engagement and leadership development initiatives.
  • Develop and manage incident reporting, investigation, and corrective action processes.
  • Lead or support incident investigations using recognized root cause methodologies.
  • Support localization of corporate standards and contribute to business development and client engagement.
  • Participating in external engagements and travel as required to support HSE initiatives
  • Establish emergency response frameworks, preparedness programs, and drill coordination.
  • Lead development and implementation of project HSE execution plans, organizational structures, staffing, and performance monitoring systems.
  • Serve as the primary HSE representative during project execution, managing HSE personnel and interfacing with project leadership, clients, contractors, and regulators.
  • Oversee HSE performance, including risk assessments, incident investigations, continuous improvement initiatives, and reporting to project and corporate stakeholders.


Qualifications

  • Bachelor's degree in HSE, Engineering or related technical field desired. Associate's degree will be considered with additional work experience.
  • Minimum of 10-15 years' HSE Management experience in the energy industry.
  • Working knowledge of IOGP, OSHA & HSE regulations highly desired.
  • Experience in building and managing HSE teams onsite and remotely.
  • Experience in maintaining and continuously improving HSE management systems.
  • Must be self-motivated and directed.
  • Ability to communicate effectively orally and in writing using the English language.
  • Ability to read, analyze and interpret technical procedures or governmental regulations.
  • Ability to write reports and project procedures.
  • Ability to work under stress and meet deadlines.
  • Ability to travel when required to perform the essential job functions.
  • Proficient with computer-based programs such as Microsoft Office, particularly Copilot, Word, Excel and PowerPoint.
