JOB SUMMARY

The Procurement Branch manages the public procurement process to ensure competitive, fair and transparent acquisition of goods and services reflecting industry best practices to effectively meet the needs of the City's business lines.

You are responsible to: plan, organize and manage complex procurement activities related to the acquisition of goods and services; and manage contracts and provide guidance for an assigned organizational unit on behalf of the City of Ottawa, Ottawa Police, and the Ottawa Public Library in accordance with the Purchasing By-Law, the Procurement Policy and Procedures Manual, and related Federal and Provincial Legislation.

EDUCATION AND EXPERIENCE

Completion of 3 year university degree or community college diploma in business administration, public administration or a related field

Minimum of 3 years of related experience

CERTIFICATIONS AND LICENCES

Professional Purchasing Designation (CSCMP, CPPO, CPPB or related certification) is an asset

KNOWLEDGE

  • Knowledge of all aspects of supply management, procurement, inventory and contract administration.
  • Contract law, the laws of competitive bidding, recent legal decisions setting new precedent and evolving case law.
  • Relevant legislation (City of Ottawa - Purchasing Bylaw, City of Ottawa - Procurement, Policies & Procedures Manual and Federal & Provincial Legislation, i.e. Trade Agreements).
  • City government structure and responsibilities.
  • SAP and Microsoft Office Suite.
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa's satisfaction.
