DescriptionThe Director of Services provides strategic and operational leadership across City Net's regional programs, ensuring high-quality, mission-aligned, compliant service delivery. The role carries two core pillars of accountability: leading and developing people, and driving program effectiveness and compliance.
People & Team Leadership
Supervision & Staff Development
- Directly supervise program managers, supervisors, and assigned direct reports.
- Provide consistent, strengths-based supervision that supports individual growth and program performance.
- Conduct performance evaluations and implement individual development plans.
Talent & Culture
- Recruit, hire, and retain high-performing staff across the region.
- Foster a team culture grounded in accountability, collaboration, and commitment to those served.
- Build trust and influence across organizational boundaries; coach staff at multiple levels.
Cross-Functional Partnership
- Partner with Operations, Finance, HR, and Data & Compliance teams to integrate regional operations with organizational systems.
- Participate actively in senior leadership meetings; escalate risks or resource needs to the Chief Program Officer in a timely manner.
Program Effectiveness & Compliance
Program Leadership & Quality
- Provide strategic oversight of programs, ensuring alignment with trauma-informed, Housing First, and person-centered approaches.
- Lead regional program planning and development, including new initiatives and responses to emerging community needs.
- Monitor program performance against established benchmarks and lead continuous improvement efforts.
Compliance & Data Integrity
- Ensure day-to-day operations comply with all federal, state, and local requirements, including CoC, HUD, Medi-Cal/CalAIM, and city/county contracts.
- Partner with Data & Compliance to uphold quality standards, prepare for monitoring visits, and maintain documentation integrity.
- Utilize program data and evaluation findings to inform decision-making and strengthen service design.
Systems, Funder & Community Relations
- Represent City Net in regional CoC bodies, county/city planning processes, and homeless response system meetings.
- Stay current on policy and housing legislation; communicate implications to staff and leadership.
- Cultivate relationships with county agencies, municipal partners, managed care organizations, and community partners.
- Support grant applications, funder presentations, and contract renewals as requested.
RequirementsQualifications:
- Bachelor's degree or higher preferred with significant supervisory experience in social services
- Experience cultivating and maintaining productive, professional relationships with various stakeholders
- Proven success with cultivating and maintaining productive professional relationships with clients, partner agencies and co-workers.
- Excellent verbal and written communication skills.
- Excellent professional boundaries.
- Strong interpersonal, analytical, and time management skills.
- Flexible and adaptable in response to changing client and health care providers' needs
- Experience working with underserved and marginalized populations
