The Director of Capital Planning and Improvements provides strategic leadership and professional oversight for Norfolk State University's capital planning, space planning, design, construction, and capital improvement programs. The position is responsible for leading the planning, development, implementation, and administration of capital projects from initial planning and programming through design, procurement, construction, commissioning, and project closeout.
The Director serves as a key advisor to University leadership, and other stakeholders on capital planning, campus development, space utilization, capital funding priorities, and facilities-related initiatives. The position represents the University in its interactions with architects, engineers, contractors, consultants, state agencies, regulatory authorities, funding entities, and other external partners.
The Director ensures that capital projects and planning initiatives are aligned with the University's strategic priorities and are delivered in accordance with approved scope, budget, schedule, quality standards, applicable laws and regulations, and University policies and procedures.

Essential Duties and Responsibilities

Capital Planning and Project Delivery
• Provide strategic leadership and oversight for the University's capital planning, design, construction, and infrastructure initiatives.
• Direct capital projects through all phases of delivery, including planning, programming, design, procurement, construction, commissioning, and closeout.
• Develop and maintain the University's long-range capital improvement program and support preparation of the Six-Year Capital Outlay Plan.
• Establish project priorities, program requirements, delivery strategies, schedules, and implementation plans.
• Manage multiple capital projects simultaneously and establish priorities to ensure successful and timely project delivery.
• Coordinate project stakeholders throughout the project lifecycle, including University leadership, end users, consultants, contractors, regulatory agencies, and other project partners.
• Monitor project scope, schedule, budget, quality, risks, and contractual requirements.
• Develop and implement project reporting processes and provide project status updates to University leadership and other stakeholders.
• Identify project risks and develop mitigation strategies to support successful project delivery.
• Oversee project closeout activities and ensure appropriate completion and documentation of capital projects.

Space Planning and Management
• Lead University-wide space planning initiatives to optimize the use of existing facilities and support institutional priorities.
• Develop and implement space management strategies, standards, policies, and processes.
• Coordinate space assessments, programming, utilization analysis, and allocation recommendations in collaboration with executive leadership and campus stakeholders.
• Maintain and analyze space utilization data to support capital planning, renovation priorities, and long-range campus development decisions.
• Establish guidelines and processes for space requests, assignments, renovations, and modifications.
• Integrate space planning and utilization considerations into the University's capital planning and facilities development programs.

Strategic Leadership and Executive Advisement
• Advise University leadership on capital planning, campus development, space planning, capital funding priorities, and facilities-related initiatives.
• Establish strategic priorities and program direction for the University's capital program.
• Develop, implement, and evaluate University policies, procedures, standards, and processes related to capital planning, space management, and project delivery.
• Chair and participate in University committees, task forces, and planning groups related to capital planning, facilities, and campus development.

Consultant and Contractor Management
• Lead or participate in the selection and procurement of architectural, engineering, construction, and other professional services.
• Participate in the consultant selection processes and contract negotiations in accordance with applicable University and Commonwealth requirements.
• Oversee the performance of architects, engineers, construction managers, contractors, and other professional consultants.
• Review consultant and contractor performance to ensure compliance with project scope, schedule, budget, quality, and contractual requirements.
• Represent the University's interests during design reviews, construction meetings, project presentations, and other project-related activities.
• Facilitate communication and collaboration among University stakeholders, consultants, contractors, and regulatory agencies.
• Assist in resolving project issues, conflicts, and disputes in a professional and timely manner.

Financial and Operational Oversight
• Develop, monitor, and manage capital project budgets.
• Coordinate preparation and submission of capital budget requests.
• Monitor project expenditures, commitments, cash flow, and financial performance.
• Review consultant invoices and other project-related financial documentation.
• Monitor project contingencies and evaluate change orders and other financial impacts.
• Ensure capital projects comply with University financial, business, procurement, and project management processes.
• Promote operational excellence and continuous improvement in capital planning and project delivery processes.
• Develop and implement effective project controls, reporting, and accountability processes.
Regulatory and State Agency Coordination
• Coordinate with Commonwealth agencies, regulatory authorities, funding entities, and other governmental organizations regarding capital projects and campus development initiatives.
• Ensure projects comply with applicable federal, state, and local laws, building codes, regulations, procurement requirements, and University policies.
• Coordinate required project approvals, submissions, reviews, and compliance requirements.
• Represent the University in meetings with governmental agencies and other external stakeholders.

Communication and Stakeholder Relations
• Establish and maintain effective working relationships with University leadership, faculty, staff, students, contractors, consultants, regulatory agencies, governmental organizations, and community stakeholders.
• Communicate complex technical, financial, and project information clearly to both technical and non-technical audiences.
• Prepare and present project reports, recommendations, briefing materials, and other information for senior leadership and University committees.
• Facilitate collaboration among diverse stakeholders and resolve conflicts while maintaining a professional and customer-focused approach.
• Represent the University's interests and maintain professional relationships throughout the planning and delivery of capital projects.

Minimum Qualifications
• Bachelor's degree from an accredited college or university in architecture, engineering, building construction, planning, or a closely related field.
• Professional licensure as a Registered Architect or Professional Engineer in the Commonwealth of Virginia.
• Candidates holding an active license in another U.S. jurisdiction with NCARB certification and the ability to obtain Virginia licensure within six months may also be considered.
• Demonstrated knowledge of building codes, construction methods, architectural and engineering design principles, capital project planning, project management, and contract administration.
• Strong knowledge of applicable federal, state, and local requirements governing capital construction, procurement, and public contracting.
• Demonstrated ability to manage multiple complex projects and priorities simultaneously.

Additional Considerations
• Minimum of five years of progressively responsible experience in a university or higher education environment, or experience managing a significant architectural and engineering organization.
• Demonstrated experience managing capital projects from planning and programming through design, construction, and closeout.
• Experience with construction administration and contract administration.
• Experience managing multiple capital projects simultaneously.
• Experience with capital budgeting, project scheduling, cost estimating, and project controls.
• Experience coordinating architects, engineers, contractors, consultants, and University stakeholders.
• Experience with higher education facilities planning, campus development, and space management.
• Experience working with state agencies and public-sector capital construction programs.
