Summary: This position intends to provide the Army NGB J-347 Domestic Operations with support leading in evaluating, improving programs, budgets and daily operations as the program analyst. Location of the work is in Arlington, VA.

Job Description:
  • leads the planning, execution, and evaluation of complex organizational initiatives, acting as a high-level expert in data-driven decision-making
  • Analyze performance metrics, mitigate risks, budget processing and oversight, and develop policies to improve efficiency
  • Mentor and advise staff, interface senior leadership, deliver executive-level briefings
  • Analyze performance data, conduct risk assessments, and management of schedules and budgets
  • Creates, refines and recommends policies, procedures, and best practices
  • Provides reports, briefings, and other written products to senior leadership, Government counterparts, and clients
  • Evaluate, monitor, and improve organizational programs, policies, or systems to maximize efficiency and achieve performance goals
  • Analyze data, manage budgets, draft reports, and provide recommendations to management
  • Assess compliance, streamline workflows, and implement new processes
  • Track program milestones, project timelines, and key deliverables to ensure alignment with organizational goals
  • Coordinate daily operations and communication across cross-functional teams to resolve project bottlenecks
  • Maintain comprehensive project documentation, risk logs, and status reports for leadership review
  • Analyze quantitative and qualitative data to measure program effectiveness, efficiency, and ROI
  • Design and update custom dashboards, KPIs, and performance metrics to track ongoing project health
  • Analyze large datasets, build tracking dashboards, and author executive-level briefs or white papers for General/Flag Officers or Senior Executive Service (SES) leaders
  • Conduct root-cause analysis on operational gaps and present data-backed recommendations for improvement
  • Assist in developing, monitoring, and forecasting annual program budgets and expenditures
  • Review funding allocations and identify cost-saving opportunities without compromising program quality
  • Prepare financial variance reports and reconcile discrepancies with the finance department
  • Facilitate stakeholder meetings, prepare briefing materials, and document meeting action items
  • Serve as a primary point of contact for internal and external partners regarding program updates
  • Draft standard operating procedures (SOPs), policy updates, and training manuals for staff
  • Prepare detailed executive summaries, progress reports, and briefing materials
  • Audit existing compliance policies and update regulatory documentation
  • Develop automated dashboards for tracking key performance indicators (KPIs)
  • Translate complex statistical findings into actionable business strategies
  • Apply OSD and DSCA frameworks to track performance metrics, draft initiative design documents, and run partnership evaluation
  • Interpret guidelines from the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), and ITAR, aligning strategies across the Department of Defense and Department of State

Required Qualifications:
  • U.S. citizenship. Active (or the ability to obtain and maintain a) Top Secret security clearance.
  • Bachelor's or higher Degree in public administration, business, social science, or a related field
  • At least 15 years of Federal, state, or private sector work experience focused on policy, analysis, program management, and research, with demonstrated ability to work under minimal supervision on high-stakes projects.
  • Prefer experience with the National Guard and related experience in Mission Assurance Programs
  • Technical Skills & Knowledge: Strong ability to work independently, troubleshoot under pressure, and act as a liaison between DoD, state, and local agencies
  • Proficiency with ETMS2 and Microsoft Office Suite.

Salary Range: $110,000 - $125,000
