Network Architect (Voice Networks)Communications Technology Core

Reporting to the Provincial Manager, Voice Networks, the Voice Network Architect is responsible for leading the conceptual, logical and physical voice network architecture design for IMIT projects throughout Vancouver Coastal Health/Providence Health Care/Fraser Health/PHSA (VCH/PHC/FHA/PHSA). The incumbent provides leadership and direction to voice and network services staff across multiple sites and coordinates team members and other IMIS staff as needed to meet defined objectives and project milestones. In addition to developing highly available voice solutions that support clinical and corporate operations, the Voice Network Architect is responsible for the architecture and integration of enterprise voice technologies including Cisco Unified Communications, SIP, Session Border Controllers (SBCs), voice gateways, PSTN connectivity, BGP and other routing protocols, QoS, dial plans and related voice services. The incumbent monitors VCH/PHC/FHA IT projects and practices for alignment with enterprise standards and policies to maximize interoperability, resiliency and efficiency, ensure continuity of critical voice services and identify potential technology gaps.
What you'll do - Responsible for overseeing network architecture, standards, and planning for new and emerging technologies that support clinical and corporate activities of VCH/PHC. Provides guidance on industry best practices and technical trends, developing overall/conceptual network designs and implementation strategies.
- Responsible for documenting procedures and guidelines needed for the development, installation, and maintenance of network infrastructure solutions. Identifies and documents any risks, issues or critical success factors that might require immediate action. Identifies opportunities for system improvement, assisting with root cause analysis of technical problems.
- Collaborates with peer architects and staff to solve complex problems spanning their respective areas and resolves technological disagreement with informed, rational debate.
- Provides leadership and direction to staff using effective management techniques (e.g. coaching, mentoring, skills and leadership development, decision-making, coalition building and performance management).
- Collaborates with stakeholders to ensure the architecture is aligned with the business requirements. Contributes to business case documentation, project scope and project charter documents. Provides status updates to product manager, business system analysts, and business process owner (s) for assigned deliverables.
- Develops strategic plans and goals consistent with the organization's mission and vision, taking a lead role in the current and future network services. Ensures alignment of IMIS network services to VCH/PHC's vision, strategic directions, goals and objectives.
- Develops partnerships with external vendors and service providers; and enables effective and integrated projects that optimize network service delivery.
- Participates with network manager to develop capital and operating budgets for Network Services.
What you bring Qualifications
- University degree in Computer Science or a related degree plus seven to ten (7-10) years' recent, related experience in a large complex information systems network environment including a minimum of three (3) years' recent experience in a technical leadership role, or an equivalent combination of education, training and experience. Cisco Certified Internetwork Expert certification is highly desirable.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within PDHIS contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

- Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
- Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).
Skills & Knowledge
- Expert knowledge of the concepts, industry standards and methodologies relating to high-availability network design, implementation and configuration.
- Expert knowledge of Cisco technologies relating to LAN, WAN, data center, IP telephony, wireless and security infrastructures.
- Advanced campus switching design experience with significant hands-on configuration and troubleshooting experience on all major Cisco router and switch platforms.
- Knowledge of the application of existing and evolving network technologies to a healthcare environment.
- Applies knowledge of leadership and management theory and practice to enable best practices, performance improvement and system integration.

Job Type: Regular Full-Time
Salary Range: $90,770 - $130,481. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
