Reporting to the Supervisor, IT Business Services, the Modernization Specialist - IT Services
guides the organization through digital transformation, modernizing legacy systems, processes,
and applications to improve efficiency, agility, and cloud adoption. They provide technical advice
to re-architect applications for cloud-native environments, enhancing security, scalability, and
performance. Key responsibilities include cloud migration strategies, process improvement, and
implementing new technologies

Responsibilities:
  • Designs, develops, integrates, implements, and sustains enterprise applications, data solutions, and reporting services to ensure the availability, integrity, and security of organizational information and services.
  • Configures and supports integrated platforms and third-party technologies (e.g., Cityworks) to extend GIS/spatial services across Work, Asset, Permitting, Land, and Licensing Management functions
  • Creates and maintains enterprise reporting and analytics solutions (e.g., Power BI, SSRS) across multiple data sources to meet operational and management information needs
  • Researches emerging technologies, development tools, languages, and standards; provides recommendations to support product selection, procurement, and solution design.
  • Coordinates with vendors and service providers to plan, implement, configure, and troubleshoot software products and systems.
  • Leads requirements discovery and solution design with clients and project teams, defining user experience (navigation, screens, reports) and technical architecture (platforms, connectivity, modules, interfaces, and back-end/front-end components)
  • Leads enterprise modernization and digital transformation initiatives from concept through implementation, partnering with business units to streamline and redesign workflows.
  • Agile delivery practices (e.g., sprints and iterative delivery) apply to deliver incremental value and drive continuous improvement.
  • Provides technical leadership and coaching; develops recommendations, estimates, and work plans for configuration/development tasks, implementations, data maintenance, and support activities, and contributes to resourcing and capacity planning.


Qualifications:
  • Required- University or College diploma in Computer Science or Computer Programming, or equivalent experience.
  • Minimum 4-5 years of experience providing enterprise development and support, with experience designing and implementing business systems and databases with emphasis on web-based and cloud technologies.
  • Experience with SharePoint is highly preferred.
  • Must possess a valid Class G driver's license in good standing and a personal vehicle for business use.

Knowledge/Skill/Ability
Core Technical Expertise
  • Database & Data Analytics: Expert knowledge of Relational Database Modeling and proficiency in MSSQL . Skilled in SSRS, Power BI, and Power Automate.
  • Full-Stack Development: Experience with industry-standard technologies including Python, XML, JSON, GeoJSON, HTML5, and Java/JavaScript/Typescript
  • Systems Integration: Proven experience developing APIs and ETL processes to integrate complex systems. Knowledge of Web Services (SOAP/REST), application servers, and web servers and not limited to Docker.
  • GIS & Spatial Data: Knowledge of GIS applications and programming using ArcGIS JavaScript API, 10.X ArcGIS Desktop SDKs, ArcGIS Pro, and ArcGIS Server (including Crystal Reports). Ability to write and modify spatial scripting languages and develop enterprise spatial databases

Architecture & Professional Standards
  • Software Design: Solid understanding of Object-Oriented Design (OOD), Object-Oriented Programming (OOP), Unified Modeling Language (UML), and Service-Oriented Architecture (SOA).
  • IT Best Practices: Familiarity with standard frameworks including SDLC, PMP, COBIT, and ITIL.
  • Infrastructure: In-depth knowledge of integrating complex applications across desktops, LANs, and WANs.
  • Domain Knowledge: Understanding of municipal government business and GIS based information systems (preferred).

Salary: $78,569.73 to 99,756.21, plus employer paid benefits and OMERS pension plan
Hours: 35 hours per week, 8:30 am - 4:30 pm, Monday - Friday
Location: Town Administration Centre, 24 Tupper Street West, Alliston
Start Date: September 2026
