Summary

Under general direction, manages the day-to-day operations of the Citys mobility programs and services, including the Citys Mobility System microtransit, bike share, and other mobility initiatives. Oversee mobility service contracts, coordinates curb and mobility operations, and ensure mobility services support the Citys parking and mobility system objectives. Provides operational oversight, performance monitoring, and coordination with internal departments and external partners to improve access, reduce congestion, and enhance mobility services throughout the City.

DUTIES AND RESPONSIBILITIES

1. Develops or manages the development of operational transit plans, studies, and analysis.

2. Conducts studies and/or projects which involve research, investigations, and preparation of associated work products, such as text, graphic, and illustrative materials for reports, presentations, and publications.

3. Conducts community outreach efforts designed to inform on mobility and transportation operations management.

4. Acts as a liaison with other local and regional transportation agencies including DDA, TPA, PB County, Palm Tran, Brightline, Tri-rail and FDOT.

5. Coordinates with the City Traffic Engineer, Public Works, Engineering, and other departments to ensure mobility services and curb operations support transportation system performance and special events.

6. Collects, assembles, summarizes, and analyzes basic data involved in multimodal transportation, traffic, crash data and other factors pertinent to a transportation planning program.

7. Conducts field surveys on the transportation system to obtain a basis for reviewing conditions and identifying potential solutions for areas of the City.

8. Oversee the operations and performance of the Citys mobility services including microtransit (RideWPB), bike share programs, and other mobility initiatives..

9. Provides operational coordination and support related to mobility services, including responding to service issues, coordinating with contractors, and supporting public inquiries..

10. Attends public meetings and communicates with other public and private agencies at the county, local, state, and federal levels, as well as with elected officials, and the public at large.

11. Studies and makes recommendations to ensure proposed programs are efficient and responsive to the Citys mobility and transportation planning vision.

12. Assist with pursuing transportation related grants, including conducting research, completing applications, obtaining City Commission approvals, and performing grant administration.

13. Assists with development and administration of operating budgets for mobility programs and contracts. Oversee mobility service contracts including microtransit, bike share, and other mobility providers, ensuring compliance with contractual requirements and performance standards.

14. Monitors service performance metrics including ridership, service reliability, and operational efficiency.

15. Coordinates mobility operations for special events, construction activities, and temporary roadway impacts.

16. Oversee curbside mobility operations including loading zones, micromobility parking areas, and other curb management initiatives.

17. Coordinates integration of mobility services with parking operations to support the Citys Parking & Mobility Strategic Plan.

18. Works with internal departments and external partners to improve operational efficiency of mobility programs.

19. Prepares written recommendations; writes memorandums; makes presentations.

20. Performs related work as required.

D epending on qualifications the starting salary for this position will be in the range of (Pay Grade GM03):
