We are seeking a
Mission Assurance & Emergency Management - COOP Specialist to support the organization's ability to prevent, protect against, respond to, and recover from all-hazard threats that could disrupt mission execution. The person in this role will integrate mission assurance, continuity, risk management, and emergency management to keep critical functions, personnel, and systems resilient, and provide technical and operational expertise across emergency preparedness, continuity planning, incident response, and organizational resilience onsite at the Pentagon. To be considered, you must reside within a commutable distance and have an active Secret clearance with the ability to upgrade to Top Secret/SCI.
Key Responsibilities:- Develop and maintain a comprehensive Emergency Management Plan (EMP) defining roles, responsibilities, procedures, and resources for all-hazards preparedness, response, and recovery.
- Develop and maintain an Emergency Response Plan (ERP) and Occupant Emergency Plan (OEP), ensuring OEPs are fully aligned with the J6 COOP framework, relocation procedures, and MEF priorities.
- Conduct hazard, threat, and vulnerability assessments to identify risks to personnel, facilities, and mission-critical systems, and develop hazard/threat-specific emergency procedures.
- Maintain 100% personnel accountability for ERG staff throughout the duration of any emergency.
- Lead emergency-management programs across preparedness, response, recovery, and mitigation, and maintain/coordinate J6 personnel accountability processes.
- Coordinate emergency planning with the Pentagon Force Protection Agency (PFPA) Office of Emergency Management and other Federal, state, and local agencies.
- Develop protective actions for life safety (evacuation, shelter-in-place, lockdown, and 'until help arrives') tailored to specific facilities.
- Coordinate, perform, and document quarterly failover tests of designated J6-supported systems from continuity facilities and during COOP exercises.
- Develop, coordinate, and maintain the DISA J6 DRP for consolidated computer facilities and mission-essential systems, and report Contingency Planning controls under DoWI 8510.01 (RMF).
- Identify site shortcomings and deficiencies (physical security, LAN/WAN, ISCPs, telephony, bandwidth, IA) and provide mitigation recommendations to J6 leadership.
- Integrate mission assurance with cybersecurity, DR, and RMF programs; produce AARs; and provide meeting minutes and ITSCM updates.
Minimum Requirements:- Continuity operations and planning in an IT environment similar in complexity and size to this order.
- Working with customers to identify and understand Mission Essential Functions (MEFs) for their organization.
- Expert knowledge of DoW and Government COOP policy and plans.
- Determining high-level functional and technical requirements based on interaction with the user community and knowledge of comparably scoped IT environments.
- Implementing software, hardware, and communications solutions.
- Utilizing and maintaining high-level system designs, including architectural design documents, diagrams, project plans, and milestones.
- Strong working knowledge of current server technology, including cloud computing, blade servers, unified communications, and virtualization.
- Windows environments on Server 2019/2022 and Windows 11 operating systems comparable in size and scope to this order.
- Developing EMPs, ERPs, and OEPs and conducting hazard/threat/vulnerability assessments in compliance with DoW, DHS, FEMA, and federal continuity directives (including NIMS/ICS doctrine).
- Coordinating with PFPA and Federal/state/local emergency-response agencies and reporting RMF Contingency Planning controls under DoWI 8510.01.
Education and Certification Requirements:- Bachelor of Science in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; AND seven (7) recent years of documented experience relevant to the position. Emergency-management degree fields are also acceptable, OR eleven (11) years of total experience.
- DoW 8570.01-M / DoW 8140 (IAT/IAM as applicable) certification in place prior to start of the order.
Clearance Requirements:- U.S. Citizenship.
- Secret minimum; Top Secret/SCI as required by portal environment and site access.
