What You’ll Be Doing

 

Cadmus seeks candidates to support upcoming homeland security exercises programs for both public and private sector clients, partners, and stakeholders. Successful candidates will lead the design, execution, and evaluation of homeland security exercises covering a range of hazards, including terrorism, cybersecurity, and natural disasters. Candidates may also support policy assessment and analysis, policy research, professional writing, and/or strategic planning in the homeland security or public policy fields. Some domestic travel is likely required for this position.

 

Please note this position is for a proposal effort, and offers will be contingent upon award.

 

Responsibilities

• Lead the planning, design, conduct, and evaluation of HSEEP-compliant exercises for CISA.
• Develop exercise objectives, scenarios, planning schedules, stakeholder engagement approaches, evaluation methods, and exercise documentation.
• Lead planning meetings and coordinate inputs from clients, subject-matter experts, participating organizations, and project staff.
• Lead the development and quality review of exercise documentation, including Situation Manuals, Exercise Plans, Master Scenario Events Lists, facilitator guides, evaluator materials, multimedia injects, After-Action Reports, and Improvement Plans.
• Support tabletop exercises, workshops, seminars, and other discussion-based exercise activities involving government and private-sector stakeholders.
• Direct assigned exercise teams, delegate tasks, monitor progress, and mentor junior and mid-level staff.
• Conduct research and analysis involving cybersecurity, critical infrastructure, emergency management, homeland security policy, and emerging threats.
• Analyze exercise observations and participant feedback to develop well-supported findings, recommendations, corrective actions, and improvement priorities.
• Brief clients and senior stakeholders on exercise design decisions, project status, exercise outcomes, and recommended next steps.
• Identify project risks, resolve planning challenges, and maintain exercise quality, schedule, and alignment with client requirements.
• Ensure deliverables are accurate, consistent, professionally written, and compliant with applicable templates and style standards.

Qualifications

• Bachelor’s degree from an accredited institution in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
• Minimum of at least eight (8) years of professional experience, with relevant professional supporting projects related to exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or a related field; preference given to those with experience in homeland security, emergency management, and exercises.
• Demonstrated experience leading the design and delivery of HSEEP exercises.
• Experience producing HSEEP documentation, including exercise design materials and after-action products.
• Experience leading teams, assigning work, reviewing deliverables, and mentoring staff.
• Strong client-engagement, facilitation, research, analytical, writing, briefing, and presentation skills.
• Ability to manage multiple workstreams, deadlines, stakeholders, and deliverables.
• Strong attention to detail, ability to review and correct one’s own work, and ability to perform quality control on client deliverables.
• Advanced proficiency with Microsoft Word and PowerPoint and working proficiency with Excel, Outlook, and Teams.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Preferred Qualifications

• Relevant HSEEP, emergency management, cybersecurity, or project-management training or certifications.

The salary range for this position is$85,000 - $115,000. The actual salary will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
