Position Summary

ANSER is seeking a Metallurgy Analyst to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of War for Industrial Base Policy (IBP). In this role you will support efforts to address critical minerals, materials, and industrial base supply chain challenges by evaluating investment opportunities, recommending prototyping efforts, developing acquisition documentation, and assessing technical and programmatic feasibility. You will also monitor program execution, conduct industry and stakeholder engagement, perform site visits, and develop strategic communications products to support investment decisions and mission objectives.

Work Location: This position may be performed onsite at ANSER headquarters in Arlington, VA; the Mark Center in Alexandria, VA; or via telework within the National Capital Region.

This position is contingent upon contract award.

Day-to-Day Responsibilities
  • Coordinate with DoD, interagency partners, and military services to identify critical minerals and materials requirements and develop strategies to mitigate associated industrial base risks.
  • Support the development, management, and execution of an annual budget exceeding $1 billion across large-scale domestic and multinational minerals, materials, and infrastructure projects.
  • Support the development and evaluation of industry project calls designed to advance technical capabilities from prototype through commercial-scale production.
  • Evaluate proposed projects for technical, programmatic, and acquisition feasibility and recommend appropriate investment and prototyping efforts.
  • Support program execution by monitoring cost, schedule, performance, and technical progress across assigned projects.
  • Represent government interests in virtual and in-person meetings with industry, government, and other stakeholders.
  • Document meeting outcomes, decisions, and action items and track follow-up activities.
  • Conduct stakeholder outreach, site visits, and other engagement activities to support project development and execution.
  • Prepare high-quality briefings, official correspondence, analytical products, and other communications in response to internal and external taskings.
  • Communicate complex industrial base and supply chain issues clearly and concisely to support senior-level decision-making across a geographically dispersed team.

Required Qualifications
  • Active Secret security clearance with the ability to obtain and maintain a Top Secret clearance.
  • Bachelor's degree in relevant discipline.
  • At least 3 years of relevant experience in mineral processing, production, science, or technology analysis.
  • Understanding of or experience in critical and strategic materials/minerals, mineralogy, mineral exploration, or geology.
  • Demonstrated analytical and communication skills, with the ability to translate complex industrial base issues into clear written reports and oral presentations for senior leadership.
  • Ability to work effectively in a high-tempo, team-oriented environment and contribute to collaborative problem-solving.
  • Ability to work independently with minimal supervision.
  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, and SharePoint.

Preferred Qualifications

  • Experience supporting the Office of the Secretary of War (OSW) or a comparable senior-level strategic staff environment.
  • Experience navigating the DoW acquisition lifecycle and Planning, Programming, Budgeting, and Execution (PPBE) process to identify and mitigate industrial base risks.
  • Experience briefing, engaging with, and advising senior military leaders, including Flag and General Officers.
  • Experience applying scientific, program analysis, and systems engineering concepts to complex advanced manufacturing technical and programmatic challenges.
  • Experience leading onsite implementation of project plans and managing cost, schedule, and performance objectives.
  • Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), or equivalent professional certification.
  • Lean Six Sigma Green Belt or higher certification with demonstrated experience leading successful process improvement initiatives.
