Department Summary:As part of MITRE's Center for Transforming Health, the CMS Programs Division is responsible for managing work shaping, engagement, and end-to-end delivery for the Health FFRDC's CMS Portfolio with the Centers for Medicare & Medicaid and Services (CMS).
Roles & Responsibilities:In this role, you will be supporting large, complex engagement teams to address programmatic, policy, operational, strategic, and/or acquisition needs for CMS programs. As part of a team, you will have the opportunity to work closely with CMS to develop and implement evidence-based strategies and solutions to address some of the agency's most complex challenges.
Key Responsibilities:
- In a team-based environment, develop strategies and resolutions to complex problems across CMS programs (with a focus on Medicaid) with lasting impact on CMS' mission.
- Assist the Center for Medicaid and CHIP Services (CMCS) and other federal sponsors with strategic planning, regulatory development, and policy analysis.
- Develop technical products such as research papers, briefing papers, and recommendations to support program administration.
- Translate evolving Healthcare policy and program requirements into actionable analyses, recommendations, briefings, and decision-support materials for federal stakeholders.
- Identify emerging Healthcare trends, risks, and implementation challenges and recommend practical approaches to improve program effectiveness and outcomes.
Basic Qualifications:- Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- At least 4 years of experience in Medicaid-focused health policy at the federal, state, or local level, or experience in the healthcare sector, including administrative, clinical, or information systems work.
- Experience in health communication, public health, health organizational effectiveness, or other health-related government initiatives.
- Demonstrated subject matter expertise in one or more core Medicaid domains, such as eligibility and enrollment, financing (e.g., reimbursement and funding policy, federal financial claiming operations), managed care, waivers and demonstrations, quality, program integrity, or long-term services and supports.
- Strong ability to synthesize policy, operational, technical, and analytic inputs into clear written and verbal recommendations.
- Ability to communicate effectively orally and in writing.
- Significant experience supporting Medicaid programs, Medicaid policy, or Medicaid operations in a federal or state environment.
- This position requires a minimum of 4 days a week on-site
Preferred Qualifications: - Advanced degree in health policy, public policy, public administration, public health, law, health administration, or a related field.
- Ability to work with interdisciplinary teams.
- Experience with Medicaid enterprise systems, data and analytics, program evaluation, or technology modernization efforts.
- Demonstrated ability to apply best practices to develop and improve products and solutions.
- Experience supporting large, complex engagements that identify, design, and implement policy and business solutions for government entities or large companies.
- Ability to manage multiple projects simultaneously in a fast-paced environment.
- Capability in another health domain area (e.g., communication, analytics, information technology).
- Proficiency with data analysis software (e.g., SAS, R, Excel) and/or AI tools.

Salary compensation range and midpoint:$155,000 - $194,000 - $233,000 Annual
