Job Responsibilities
Serves as the Materials Operations Manager at the Office of Materials and Research (OMR). Recommends policy and manages the development, implementation, and management of the department's highway construction materials sampling, testing, and reporting processes including AASHTOWare (AWP), Projectwise, accounting reports, databases, and complex excel spreadsheets and reports. Evaluates and provides expert recommendations for new hardware, software, and other technologies to ensure efficient workflow between all OMR units, district laboratories, and construction personnel.

Supervises the Materials Applications Coordinator and the Sample Management Coordinator. Oversees the daily operations of each unit and provides guidance and direction. Develops and improves complex processes related to construction materials sample receiving, AWP input, sample tracking, work orders, Projectwise, monthly charge summaries, test reports, and materials certifications. Oversees necessary database maintenance.

Provides oversight to and manages the department's construction materials Quality Acceptance Sampling and Testing (QAST) frequency requirements which includes communicating with engineers for technical updates, reading and interpreting specifications and test procedures, and coordination with the Quality Assurance Program Manager. Assists with management of materials Qualified Product Policies (QPPs) and Qualified Product Listings (QPLs), and quarterly reports. Maintains the construction materials certification requirements list. Serves as materials representative for the AASHTO Materials Technical Advisory Group (TAG).

Provides technical support to OMR engineers, technicians, construction personnel, and industry related to complex materials management issues. Performs complex queries and produces reports for engineering staff from applicable databases related to materials. Assists OMR engineers as needed with materials certifications review, processing, and authorization.

Coordinates and conducts training in materials management for OMR and Construction personnel statewide. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree and five (5) years of relevant program management experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Employee may be exposed to loud noises, dust, fumes, and other conditions associated with a laboratory environment. Some travel may be required.
