The emergence of 530A Accounts creates a new opportunity for NYC Kids RISE to build upon the citywide wealth-building platform developed over the past decade. NYC Kids RISE is working to explore how 530A Accounts can work alongside NYC Scholarship Accounts, family-owned 529 accounts, and other sources of financial and social capital to further build the Capital Stack of assets available for each child's future.

NYC Kids RISE is working across policy, programs, partnerships, and field learning to understand and measurably advance how these accounts can best support New York City children and families, particularly those who have faced barriers to wealth building. This includes understanding emerging policy and implementation, developing effective programmatic approaches, identifying and advancing best practices, and seizing opportunities to bring additional public, private, philanthropic, employer, family, and community resources to children's accounts.
The Opportunity

NYC Kids RISE seeks a strategic, entrepreneurial, and highly collaborative leader to serve as our first Managing Director, 530A Account Initiatives, and lead the organization's emerging body of work related to 530A Accounts. The Managing Director will support the development and lead NYC Kids RISE's overall 530A Account strategy, bringing together policy, programs, operations, partnerships, and field learning to determine and execute how NYC Kids RISE can best leverage and integrate (as makes sense) this new national infrastructure for our city's children and families.

In the immediate term, the Managing Director will oversee NYC Kids RISE's citywide campaign to help families of eligible babies claim the $1,000 federal investment. The Managing Director will work across NYC Kids RISE and with government, philanthropy, academic and community partners, to maximize opportunities for NYC families to maximize the positive impact of 530A Accounts. This will include identifying emerging opportunities, developing and testing new approaches, advancing policy and best practices, and building NYC Kids RISE's expertise and leadership in the evolving 530A Account and early wealth-building field.
Key Responsibilities
530A Strategy and Program Development

• Develop and lead NYC Kids RISE's overall strategy for 530A Accounts, identifying how this new national infrastructure can advance the organization's long-term vision for community wealth building and economic mobility for NYC children and families.
• Develop and oversee NYC Kids RISE's strategy for how 530A accounts fit within the broader Capital Stack, including their relationship to NYC Scholarship Accounts, family-owned college and career accounts, Community Scholarships, and other current or potential assets for children, and contribute strategic guidance to the development and refinement of the campaign microsite and other key family-facing resources.
• Translate the 530A strategy into a portfolio of programs, partnerships, policies, and operational approaches, establishing clear priorities and determining where NYC Kids RISE should lead, partner, test, learn, or advocate.
• Identify and develop new opportunities to leverage 530A accounts and NYC Kids RISE's existing infrastructure to bring additional public, private, philanthropic, employer, family, and community resources to NYC children.
• Oversee the development, testing, and refinement of programmatic approaches related to 530As, using NYC Kids RISE's experience with universal accounts, family engagement, community partnerships, financial education, and Community Scholarships to inform the work.
• Serve as the integrator across NYC Kids RISE's 530A work, connecting policy, programs, operations, community engagement, partnerships, communications, data and reporting, technology, and other organizational functions.
• Help to establish goals and measures for NYC Kids RISE's broader 530A portfolio and use data, implementation experience, and feedback from families and partners to inform priorities and continuously refine strategy.

Policy and Field Leadership

• Monitor the rapidly evolving federal 530A policy and implementation landscape, identifying developments, opportunities, challenges, and implications for NYC Kids RISE, New York City families, and the broader Capital Stack strategy.
• Work closely with NYC Kids RISE's internal teams and external partners to understand and inform policy, regulatory, and implementation decisions that affect families' ability to access, use, and benefit from 530A accounts.
• Build NYC Kids RISE's institutional knowledge and expertise on 530A Accounts and their relationship to children's savings accounts, 529s, early wealth-building strategies, financial empowerment, and other approaches to building assets for children and families.
• Identify, develop, and share best practices for integrating 530A Accounts into existing early wealth-building programs and community infrastructure, drawing from NYC Kids RISE's experience and lessons from practitioners, researchers, policymakers, financial institutions, and other leaders nationally.
• Build and steward relationships with key external stakeholders across government, philanthropy, financial services, employers, community organizations, research and policy institutions, and the broader early wealth-building field.
• Represent NYC Kids RISE in relevant external conversations, convenings, and partnerships and contribute the organization's implementation experience and community-centered perspective to the evolving national 530A field.
• Identify opportunities for NYC Kids RISE to learn from and contribute to emerging models nationally while positioning New York City as a leader in demonstrating how 530A accounts can complement existing universal early wealth-building infrastructure.

Operations and Implementation

• Translate the broader 530A strategy into the organizational structures, processes, partnerships, systems, and resources needed to implement the work effectively and sustainably.
• Lead cross-functional planning and coordination for the 530A portfolio, establishing clear roles, priorities, decision-making structures, timelines, and accountability across teams and workstreams.
• Oversee the citywide campaign focused on ensuring families of eligible babies know about and can claim the $1,000 federal investment, providing strategic direction and support to the Senior Director responsible for campaign strategy and day-to-day implementation.
• Ensure that learning from the babies campaign informs NYC Kids RISE's broader 530A strategy, including understanding barriers to account opening, effective approaches to family engagement, differences across neighborhoods and communities, and opportunities to maximize benefits for historically excluded families.
• Oversee budgets and resources associated with the 530A portfolio and work with organizational leadership to identify the staffing, technology, data, operational, and partnership infrastructure needed as the work develops.
• Anticipate operational and implementation challenges associated with a rapidly evolving federal program and work across the organization and with partners to develop practical solutions and adapt approaches as needed.

Team and Organizational Leadership

• Build and lead the team and cross-functional structure needed to advance NYC Kids RISE's 530A work, including direct supervision of the Senior Campaign Director and close collaboration with the Director responsible for partner capacity building / community engagement, and the broader cross-functional 530A work.
• Work closely with senior leaders and colleagues across policy, programs, operations, community engagement, communications, data and reporting, development, finance, and technology to integrate 530A work into NYC Kids RISE's broader organizational strategy and infrastructure.
• Create strong structures for learning and knowledge sharing so that insights from policy, families, partners, implementation, and the broader field inform decision-making across the 530A portfolio and the organization.
• Build understanding and alignment across NYC Kids RISE around the role of 530A accounts within the organization's broader Capital Stack and community wealth-building strategy.
• Foster a culture of learning, experimentation, accountability, and collaboration as NYC Kids RISE builds a new body of work in a rapidly evolving environment.
• Advance racial equity and anti-oppression across the work by identifying opportunities, inviting feedback, and working with colleagues and partners to strengthen equitable practices and approaches.

Performance Management & Reporting

• In partnership with the Managing Director, Data and Strategic Analytics, define, track, and analyze key performance metrics for the 530A portfolio-including account setup rates, family participation, fund allocation, cross-sector partner engagement, and capital stack integration-ensuring alignment with NYC Kids RISE's broader goals and those of other partners
• Establish performance tracking mechanisms for the citywide $1,000 federal investment campaign for eligible babies, using real-time data to evaluate reach across the five boroughs, pinpoint neighborhood-level disparities, and rapidly adapt engagement strategies.
• Design and maintain cross-functional reporting structures that synthesize insights from policy developments, programmatic testing, operations, and community feedback to provide transparent progress updates to the Executive Team, Board of Directors, and external funders and partners.
• Leverage both quantitative metrics and qualitative family feedback to establish continuous feedback loops, measuring the efficacy of 530A account models and translating findings into actionable refinements for the national early wealth-building field.

Qualifications
Required

• At least 10 years of progressively responsible experience leading complex strategies, programs, or portfolios in early wealth building, financial empowerment, economic mobility, public policy, government, community development, public benefits, or another field relevant to building financial opportunity for children and families.
• Demonstrated experience developing a new strategy or body of work and translating it into programs, operations, partnerships, and implementation.
• At least five years of experience leading and developing teams, including experience managing managers and supporting teams through the launch or growth of new work.
• Demonstrated ability to work across policy, program, and operational considerations and connect developments in the external environment to organizational strategy and implementation.
• Demonstrated success building and managing partnerships across multiple sectors, which may include government, philanthropy, community-based organizations, financial services, businesses, research and policy institutions, schools or early childhood institutions, and financial empowerment organizations.
• Strong strategic and systems thinking, with the ability to understand how multiple programs, policies, institutions, and sources of capital can work together toward a broader goal.
• Strong project and operational management skills, with demonstrated ability to translate strategy into clear plans, coordinate multiple workstreams, manage competing priorities, and move complex work forward.
• Experience using quantitative and qualitative information to understand implementation, identify barriers, assess progress, and improve strategy.
• Demonstrated ability to work effectively across different communities, neighborhoods, institutions, and stakeholder groups and to build strong relationships with people in different roles and contexts.
