Full Job Description
Purpose

The Operations Manager (Wastewater) performs water/wastewater and environmental resources utility planning, and general utility operations and maintenance oversight work for the Company. Duties include daily planning of operation and maintenance activities of a wide variety of utility assets as well as direct oversight of utility daily staffing and contractor functions, routine reporting of general operating conditions and utility asset performance, hydraulic analysis, and preliminary design assists with plan review and construction implementation. This position provides technical assistance and administration regarding operational issues to staff, outside consultants, developers, regulatory agencies, commissions, and City Councils.

This position may assist in the management of consulting and construction contracts, as well as development and implementation of water quality and quantity monitoring programs. Proficiency of environmental water and wastewater related mathematics, electrical and hydraulic energy analysis, safety and regulatory regulation is preferred. This position is directly responsible for the health and wellbeing of departmental staff as well as the safety and security of the company owned utility assets, and is directly responsible for the training and development of departmental staff regarding company sponsored policy, programs and protocols.

Accountabilities

  • Assesses operation related utility technical reports by reading reports, analyzing data, researching similar documentation/reports and writing reports with recommendations.
  • Provides technical support and resolves field or administrative problems through field visits to make observations, interpreting construction drawings or specifications, analyzing issues and implications of resolution, and conveying solutions to personnel.
  • Has responsibility for capital improvement budgetary recommendations to the Director and/or General Management. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.
  • Coordinates projects with staff, developers, and consultants by attending meetings, understanding and projecting the Company or departments position, recording other party's perception, and presenting information to Company.
  • Supervises staff by directing engineers and inspectors to resolve field issues, providing direction, and evaluating staff.
  • Develops and manages project budgets, schedules and resources utilizing generally accepted project management prinipals including electronic data collection.
  • Manages and maintains project filing, Operations systems and tools of a technical nature including manual and electronic data bases, hydraulic modeling, electronic drawing formats.


Education and Experience

  • Work requires specialized knowledge of water and wastewater treatment principles and practices of a professional or technical level. Work requires professional level knowledge of construction materials and methods as related to utility improvements.
  • A discipline equivalent to Operations Manager may be acquired as a Bachelor's degree-level of study, an operations certification in the applicable State certification, a combination of in-field related management experience, or a combination there of may be accepted and is preferred.
  • Over ten years experience in water and wastewater utility development or a related field. Five years of supervisory experience is also required.
  • Valid Arizona Operator's Driver's License, Professional Operator certifications of the applicable state of operation equivalent to the highest level of certification required for the utility.
  • Work requires the ability to read and understand technical reports, technical maps and drawings, research papers, local code and ordinances, construction plans and specifications, state statutes and federal laws, correspondences and legal documents, property legal descriptions at a college level.
