Manager - University Information Systems Support (CS27-052)

What You Will Do
  • This is a technical leadership position responsible for leading and supervising the daily activities of the UIS Support Programmer/Analyst staff along with contributing themselves in the areas of design, development, implementation, and testing and support of custom processes and reporting while also upgrading, optimizing, testing and supporting the day to day operations of the University's Enterprise Information Systems vendor provided modules, systems, and applications, utilized by the University, including but not limited to the Banner General, Banner Student, Banner Accounts Receivable, Banner Financial Aid, Banner Human Resources, Banner General Self Service, Banner Student Self Service, Banner Faculty Self Service and Banner Employee Self Service modules. The position requires a technical leader who can manage the UIS Support Programmer/Analyst staff and projects in a complex technical environment through effective communication, collaboration and planning with clients from all areas of the University.
  • The position will be responsible for managing multiple projects and supervising the ongoing daily activities of the UIS Support Programmer/Analyst staff across the various modules of University's Enterprise Information Systems. The position will manage the development and promotion of best practices in the design, development, testing, documenting, and support of custom processes and reporting within the University's Enterprise Information Systems. This position will also supervise the University's Enterprise Information Systems day-to-day operations including but not limited to upgrade testing, process optimization and process troubleshooting and debugging performed by the UIS Support Programmer/Analyst staff. The position will contribute to planning for future operational needs, determine training and development needs for the UIS Support staff, and assign priorities within the area. In collaboration with the Director, this position will develop and provide strategic and technical leadership, vision, and direction for the University Information Systems Support team.
  • The position provides critical leadership and expertise for bridging the gap between the University's Enterprise Information Systems functionality and the University's Administrative and Academic offices helping meet user needs, providing feasibility and cost breakdowns of projects if required for project completion. Dependant user utilize this functionality for the processing and reporting of student, employee and financial data including but not limited to the creation of course catalogs, data collection for scheduling of classes, admissions, registration, financial aid, accounts receivable, academic history, degrees auditing, administration of employment and compensation, labor budgeting, position control and staffing, EEO, W-2 and 1099-R reporting, payroll processing, health and safety administration, and administration of benefits and leaves.
  • The work performed by this position will directly impact students and employees along with many administrative and academic offices such as Admissions, Registrar, Bursar, Financial Aid, Institutional Research, Housing, Parking, Dining Services, Library, Textbook Services, Accessible Campus Community & Equitable Student Support, Fitness Center, Career Development Center, Health Services and Academic Advising, Human Resources, Equal Opportunity Access & Title IX Coordination, Financial Affairs, Administrative Accounting, Accounts Payable, Institutional Research, Graduate Studies and Research, and Office of the Chancellor.

Minimum Acceptable Qualifications

Any one or any combination totaling 12 years (144 months) from the following categories:
A. College coursework which includes Information Technology (IT), IT Management, Programming, IT Systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
• 30 semester hours equals one (1) year (12 months)
• Associate degree (60 semester hours) equals eighteen months (18 months)
• 90 semester hours equals two (2) years (24 months)
• Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
B. Work experience in IT-related functions such as hardware/software support, programming, IT systems integration, or closely related field, which includes supervisory or lead worker capacity.
AND
Required Experience (Can Be Concurrent)
• 11 years of progressively more responsible work experience in Information Technology in Higher Education.
• 11 years of experience working with ERP software systems such as Banner or Oralce E-Business Suite.
• 11 years of experience writing complex PL/SQL programs in a business environment.
• 9 years of experience designing relational database objects for applications.
• 9 years of experience tuning PL/SQL programs on large databases for optimal performance.
• 9 years of analysis, design, development and testing of complex processes and reports.
• 9 years working with business desktop applications (Word, Excel, MS Query, Access, Quest, etc).
• 5 years of direct management/supervisory experience.

• Must demonstrate abilities in the planning and design of enterprise database applications.
• Must be able to project and plan for future needs as related to enterprise applications in higher education.
• Must be able to maintain knowledge and skills of the enterprise applications currently in use.
• Must be able to exercise problem resolution skills and oversee the resolution of technical issues.
• Must work well both as a team leader/member and individually.
• Must be able to work with the clients, understand their needs and implement solutions to improve their daily processes.
• Must be able to work with client to develop timelines and assess feasibility based of complexity of the project.
• Must be able to monitor project progress and adjust timelines as needed and keep stakeholder updated on progress. In addition, able to be adaptive to changes that develop during project.
• Must have the ability to communicate with others within a broad spectrum of technical competency.
• Must have the ability to serve as a liaison for implementation and support between 3rd party vendors and clients.
• Ability to work well with all types of clients.
