Position Overview

Northrop Grumman Mission Systems, Networked Information Systems, Engineering and Sciences (E&S) is seeking an Engineering Program Manager (EPM) for an onsite position in San Diego, CA. This role will lead the cost, schedule, and technical execution of engineering aspects for large-scale, high-complexity programs. The EPM will drive timely completion of engineering activities across Integrated Product Teams (IPTs) within the assigned budget and scope. This position serves as the primary engineering team liaison to Program Management and other functional organizations, ensuring the technical plan is fully integrated and successfully executed.

Key Responsibilities
  • Serve as the primary Engineering Team Liaison to and from Program Management, Manufacturing, Operations, Global Supply Chain (GSC), Quality, Engineering Functional Management, and Integrated Product Team Leads to demonstrate engineering leadership accountability.
  • Lead programmatic execution, pursuits, and proposals for the engineering-related scope, including managing cost target flow-downs and coordinating Engineering Change Proposals (ECPs) and proposal inputs across the program office and engineering homeroom.
  • Oversee and manage Control Account Manager (CAM) efforts related to Engineering across all IPTs, supporting Program Management with CEACs, schedules, and financial updates.
  • Collect, analyze, and provide required engineering performance data for Northrop Grumman program reporting.
  • Review planned engineering activities, work products, and review approaches for accuracy to ensure compliance and support NG Program Startup and Program Planning processes.
  • Establish an executable schedule and budget that integrates the technical plan to fulfill all contractual technical requirements and Statement of Work (SOW) objectives.
  • Facilitate engineering Workload Demand Planning and forecasting in close collaboration with the Program Manager, ensuring program management, functional management, and IPTs are fully aligned on resource needs (people, equipment, and facilities).
  • Collaborate with and mentor all IPT Leads and CAMs with significant Engineering content to drive timely completion of efforts within budget.
  • Perform technical risk and opportunity identification, coordinate handling plans with the Chief Engineer and Product Teams, and support mitigation strategies.
  • Manage, drive, and bring to closure all engineering-owned Return to Green (RTG) plans.
  • Partner with engineering functional management to ensure the application of standardized tools and development environments across the contract scope, while performing program-specific responsibilities allocated by functional leadership.

Basic Qualifications
  • Bachelor's degree in Science, Technology, Engineering, Mathematics (STEM), or related fields with 8 years of experience; or a Master's degree with 6 years of experience.
  • 8+ years of professional experience in the defense or aerospace industry.
  • Proven experience leading the technical execution, cost, and schedule of engineering aspects on large-scale programs with high technical complexity.
  • Demonstrated experience working as an Engineering Team Liaison or primary interface across cross-functional organizations (e.g., Operations, GSC, Quality, and Program Management).
  • High proficiency in Earned Value Management (EVM) with practical experience overseeing CAM efforts, baseline tracking, and updating financial metrics/CEACs.
  • Direct experience establishing executable engineering schedules and budgets aligned with a program SOW.
  • Experience with engineering workload demand planning, resource identification, and headcount forecasting.
  • High proficiency in technical risk and opportunity management, including root cause identification and executing mitigation strategies.
  • Experience developing engineering change proposals, estimation data, and capture/proposal inputs.
  • Must have an active Secret clearance with the ability to obtain and maintain a Top Secret SCI.

Preferred Qualifications
  • Advanced degree in Science, Technology, Engineering, Mathematics (STEM), or related fields.
  • Deep familiarity with Northrop Grumman MS program reporting systems (e.g., IPRS) and command media processes (NGPro, D200-MSM, D300-MSM, D430-MSM).
  • Proven success mentoring and collaborating with IPT Leads and CAMs to drive schedule health and recover lagging engineering elements (RTG plans).
  • Domain experience tailored to the specific operating unit systems (e.g., Tactical Data Links, RF engineering, software-defined systems, or airborne networks).
  • Prior experience interfacing directly with engineering homeroom management to secure and onboard technical resources.
  • Active Top Secret SCI clearance.


Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
