PSE's Electric System Controls team is looking for qualified candidates to fill an open Manager System Operations position!

Job Description

Responsible to lead, direct and manage the functional activities, for electric distribution and transmission in support of the safe, reliable, compliant and cost effective operation of the system. These functions relate to the operation/monitoring/maintenance/construction of the associated systems including first response, system operations, substation operations and related relay and metering services. Leads, directs and manages the planning, organization and deployment of operational resources.

Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and builds effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Develops and manages department budget while meeting company and departmental goals including Service Quality Indices (SQIs).
  • Oversees the planning and scheduling of work and assignment of personnel to improve the efficiency of operations.
  • Assures that all work performed is compliant with PSE Operating Standards, PSE and all required safety standards, Field Procedures, PSE/IBEW Collective Bargaining Agreement, State and Federal Codes. Develops and implements emergency response plans.
  • Establishes work force management systems and reviews reports to support changes in work methods, and changes in crew size, make-up, and personnel needed to maintain worker productivity. Establishes standards for employee productivity and performance, and monitors results.
  • Maintains a current knowledge of construction standards, work methods, and technology available to improve the efficiency of operations.
  • Develops policies, methods and procedures for the safety of personnel and efficiency of operations.
  • Develops and maintains strong relationships with constituents both within the organization and across PSE's business units, as well as PSE's service providers.
  • Oversees and directs customer service activities ensuring all commitments are met. Works with internal and external customers to resolve issues and provides a high level of customer satisfaction.
  • Develops and implements appropriate training programs and monitors the professional development of employees in the work unit.
  • Participates in cross-functional teams in both leadership and participant roles to develop appropriate solutions for PSE needs.
  • Executes emergency response plans.
  • Participates in emergency response efforts as needed.
  • Performs other duties as assigned.


Minimum Qualifications

  • Associate's degree, 2 years technical school or college, journey-level qualified electrical worker certification; or equivalent combination of education and work experience.
  • 7 years utility/business experience in operations.
  • Demonstrated ability in operations, financial management, organization and planning, as well as operational understanding of major utility functions.
  • Solid understanding of safety requirements for electrical workers.
  • Knowledge of NERC (North American Electric Reliability Corporation) standards.
  • Management skills, including the ability to organize, prioritize and evaluate work as well as the ability to supervise and direct staff is essential to success in this position.
  • Ability to communicate effectively, orally and in writing, with a wide variety of individuals and groups internal and external; work independently on diverse and demanding projects; plan and implement new programs; keep informed of advances in utility and business technology.


Desired Qualifications

  • BA/BS degree.
  • PSE business acumen.
  • Theoretical and practical knowledge of electric distribution system and substation engineering, construction and maintenance practices.
  • Thorough knowledge of public safety concerns and occupational hazards associated with electric distribution system construction, maintenance and operations.
  • Proficient in spreadsheet, word processing and database applications.
  • Knowledge of CLX, SAP, OMS and DMS.


Additional Information

The pay range for this position is $106,600.00 - $253,200.00, and this position is eligible for annual goals based incentive bonuses.
