Northrop Grumman Mission Systems has an opening for a Manager Supply Chain Programs 2 to join our team of qualified, diverse individuals in the Global Supply Chain Program Management organization. This position will support Advanced EMW Programs inside the EMW Systems OU. This leadership position will be located onsite in Linthicum, MD.

The selected candidate will be a high-performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal stakeholders and able. To do this, they will leverage a solid understanding of the Global Supply Chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to resolve schedule and quality issues, contracts, negotiate pricing, etc., as well as knowledge in compliance areas.

Responsibilities include but are not limited to:
  • Leads team responsible for the cost, schedule, and performance of suppliers within the operating unit.
  • Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
  • Supports business execution of new programs and initiatives, including forecasting and coordination of material receipts and key events.
  • Coordinates cross-functional work teams to increase the effectiveness and efficiency of supply chain initiatives.
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
  • Leads supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, and supply chain issue resolution.
  • Develops and implements long-term supply chain strategies; some examples include capacity constraints, production location decisions, diminishing supply of materials (DMS), supplier second sourcing efforts, lead time reduction initiatives, new product launches, and long-term supplier agreements.
  • Demonstrated ability to mentor, coach, and develop employees while fostering a high-performance team culture.
  • Working in fast-paced, dynamic program and supplier environments, with a track record of risk mitigation and issue resolution.
  • Quickly assess and address supply chain disruptions, ensuring minimal impact on program performance.

Basic Qualifications:
  • Bachelor's degree with minimum 8 years of supply chain/business management/contracts/program management, operations and/or closely related experience, or a Master's degree with a minimum of 6 years of related experience supply chain/business management/contracts/program management, operations and/or closely related experience,
  • Minimum of 3 years of supervisory experience or team lead.
  • Ability to obtain a Secret clearance
  • US citizenship is required
  • Must be able to work on-site in Linthicum, MD

Preferred Qualifications:
  • Active Secret Clearance
  • Experience in managing large, complex programs and/or organizations.
  • Experience in working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and subcontracting strategies.
  • Experience with a broad range of supply chain issues including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management.
  • Experience with metrics, performance tracking, Earned Value Management, and data integrity.
  • Experience with FAR/DFAR provisions including the requirements necessary to maintain a government approved contractor approved purchasing system (CPSR)


Primary Level Salary Range: $139,800.00 - $209,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
