Job Summary
Reporting to the Manager, CAATS Software (NAV CANADA's Canadian Automated Air Traffic System), you will lead teams responsible for the design, development, and continuous enhancement of critical software and data systems that support flight data processing across domestic and oceanic air traffic operations.

In this role, you will provide both people and technical leadership, guiding the delivery of system management infrastructure and data driven software solutions within a safety critical environment. You will work closely with cross functional partners to ensure systems are reliable, scalable, and aligned with operational and business needs.

As a SAFe Product Owner, you'll help align team priorities with broader organizational goals, driving high-quality, reliable software solutions while maintaining strong technical integrity and a focus on system safety.

In this role you will:
  • Directs the software support and enhancement of SMI ( System Management Infrastructure) and Data Management Applications Software to position the services with respect to current customer needs with reasonable flexibility regarding possible new customer demands and new services or level of services.
  • Leads a team of professional and technical specialists, creates a positive environment that enables staff motivation and commitment to the function's mandate and objectives.
  • Undertakes the responsibility to hire, allocate priorities, assess performance, schedule overtime, authorize leave, provide guidance, coach, and take disciplinary action as required as well as defines responsibilities, establishes priorities and deadlines, allocates resources.
  • Facilitates an inclusive, respectful, safety and service excellence-oriented culture within the team to leverage broader partnerships and knowledge.
  • Responds to the needs of the customer and system users by directing the assessment and implementation of modification requests (MRs, CRs, etc.), assessing the future requirements of the users and recommending solutions, preparing cost estimates, project briefs and implementation plans.
  • Evaluates the views of customers, as the system users, with regards to effectiveness of the software under his area of responsibility and the ways in which it could be improved, and develops software modifications and configurations that are acceptable to customers.
  • Ensures systems safety and integrity by directing the development of test procedures and testing, certifying system integrity, directing the development and implementation of software maintenance philosophy, standards, and procedures, and establishing and maintaining a configuration management program.
  • Identifies and recommends improvements arising from developing technology and defines technical requirements to ensure future compatibility with all ATM systems as well as systems to which SMI and Data Management Applications interfaces to.
  • Provides expertise and guidance through the management of technical resources on SMI and Data Management Applications Software and other related software components, regarding user concerns, requirements, priorities, technological developments, and the implications of integrating changes, system replacement and upgrades.
  • Explains project and resource development tools and equipment and services provided to customers, NAV CANADA managers, suppliers, and to specialists in engineering, including systems engineers, software developers, testers, and technicians.
  • Develops and supports customer Policies, Procedures and Standards to ensure that the various in-service systems are maintained and enhanced to meet all safety, operational and efficiency requirements.
  • Follows the T-BMS and the Safety Management Plan. Identifies and participates in Hazard Identification and Risk Assessments (HIRAs) and ensure representatives from applicable groups are present. Captures results of meeting and ensure all risks are appropriately identified and/or mitigated.


Project, Financial and Budget Management
  • Manages a segment of the CAATS Software Organization budget.
  • Develops and/or contributes to budgetary plans and projections based on requirements and priorities.
  • Coordinates with project teams to estimate, track, report and mitigate project resourcing efforts.


What you bring:
  • Bachelor's degree in software engineering or computer science or equivalent education and experience supplemented by some experience in Air Traffic Management Systems.
  • Minimum 5 years of experience in a software development and/or system engineering team lead role
  • Knowledge of NAV CANADA's business and operational mandate, strategic objectives, accountability framework, corporate values and principles including how these relate to project objectives and staff and personal development.
  • Knowledge and/or experience in directing software projects by program planning, budgeting, preparing work plans, scheduling activities, setting priorities, and assigning resources to meet objectives and deadlines.
  • Up-to-date expertise in industry trends and emerging technologies, with strong awareness of AI-driven innovations, modern data-management practices, and evolving computing and communications solutions in the ATM sector.
  • Thorough knowledge and extensive experience in the development, testing, implementation and life cycle support of complex, safety critical ATM systems.
  • Knowledge of software engineering principles.
