Job Summary

Halton Region's Water and Wastewater Services Division is responsible for delivering safe, reliable drinking water and wastewater treatment across a complex network of facilities, including surface water treatment plants, groundwater treatment plants, wastewater treatment plants, biosolids management facilities, and extensive distribution and collection systems. SCADA plays a critical role in supporting the operation, monitoring, and control of this essential infrastructure, helping the Region maintain high-quality services for its growing communities.

Reporting to the Director of Water and Wastewater Treatment, the SCADA Manager provides strategic leadership and oversight for the Region's SCADA Program, ensuring the reliability, resiliency, and sustainability of water and wastewater operations. The role is responsible for managing a $40 million capital investment program over six years, along with an annual operating budget of approximately $1 million, while integrating operational needs with asset management objectives.

The SCADA Manager leads continuous improvement initiatives that strengthen governance, cybersecurity, disaster recovery, asset renewal, and management of change practices across the Region's critical infrastructure. The position also provides direction to internal staff and oversees consultants and contractors to successfully deliver program objectives, ensuring secure, efficient, and reliable system performance for residents and businesses throughout Halton Region.

Duties and Responsibilities

  • Manage a team which consists of a Supervisor SCADA, SCADA Programmers and SCADA Specialists that administer and maintain the SCADA systems.
  • Develops, reviews, and updates the delivery of a sustainable SCADA program.
  • Ensures that all projects and programs are delivered within expected timelines and in accordance with all applicable regulations, legislation and Regional policy and by-laws (i.e. Ministry of the Environment and Climate Change, Ministry of Labour).
  • Ensure that the Region's SCADA standards are continually evolving and embracing new technology and equipment.
  • Collaborates with operating groups to ensure projects and programs are delivered with minimal impact to the services provided and with other departments (finance and legal) to ensure effective program delivery.
  • Collaborates with the Digital and Information Systems department to ensure continuity of service and cybersecurity needs are met.
  • Responsible for the identification and documentation of asset management needs for inclusion in the divisional capital needs requirements.
  • Reviews and oversees the purchasing of equipment and services, appropriately documenting and reporting on these activities.
  • Provides technical reviews of SCADA engineering deliverables on capital projects, including network architecture, control panel and NDE layouts, loop drawings, process control narratives, etc.
  • Ensures that consultants and contractors are effectively managed to make certain deliverables are achieved.


Duties and Responsibilities

  • Works closely with external SCADA integrators and provides commissioning support for capital and maintenance projects.
  • Work to evolve the team offerings over time, including data management and reporting, building automation systems AI tools, building access control systems and other automation tools.
    Develops, monitors, and documents the performance and status of the SCADA initiatives.
  • Coordinates activities with other sections within the division (engineering, operations and maintenance) to ensure that the SCADA program is effectively and efficiently delivered.
  • Provides coaching, development opportunities and team leadership to a diverse group of staff.
  • Contributes to the success of the division as part of the Treatment Management Team.
  • Participate in and support departmental and corporate initiatives as a member of the extended management team.


Skills & Qualifications

  • Degree or College Diploma in Engineering, Computer Science or a related discipline.
  • Minimum seven (7) years of progressive experience in the development and delivery of SCADA programs.
  • Experience with development, implementation and enforcement of SCADA standards and governance best practices.
  • Proven expertise in the development and management of large-scale operational budgets, as well as the oversight and administration of SCADA components, is required.
  • Demonstrated experience in the implementation of cyber security best practices to secure the Operational Technology (OT)/SCADA environment.
  • Candidates must have demonstrated experience in program management and collaborative leadership, fostering a culture of best practices and continuous improvement.
  • Demonstrated strategic thinking, problem solving, facilitation skills along with political acumen is required. Knowledge of the Aveva InTouch HMI and Aveva System Platform is an asset.
  • Experience in the management of Building Automation Systems is an asset.

Working Conditions
  • Flexibility to work outside of core business hours including evenings, weekends and holidays is required.
  • Exposure to Hazardous Materials, including caustic and acidic chemicals. Training and relevant Personal Protective Equipment (PPE) will be provided.
  • Wastewater activities also involve working in unsanitary or odorous conditions at times.
