Your Role

The Healthcare Quality and Affordability Operations Strategy, Planning, and Performance team translates business strategy, regulatory commitments, operational needs, and enterprise affordability and quality goals into prioritized product roadmaps, requirements, and measurable delivery outcomes. The Product Management, Manager will report to the Senior Manager of Product Management. In this role you will lead product owners supporting HQA agile delivery, including quarterly planning, intake, prioritization, backlog readiness, vendor collaboration, and outcome measurement. You will help ensure the right work is built at the right time, reduce rework, strengthen business readiness, and connect product investments to measurable improvements in affordability, quality, compliance, operational efficiency, and member and provider experience. Responsibilities

Your Work

In this role, you will:
  • Lead and develop a team of product owners by providing coaching, prioritization guidance, performance feedback, and clear expectations for backlog readiness, stakeholder engagement, and delivery execution.
  • Translate HQA business strategy, regulatory commitments, affordability priorities, and operational needs into clear product direction, measurable outcomes, and actionable team priorities.
  • Manage product intake, prioritization, roadmap alignment, and backlog readiness across HQA initiatives to ensure work is clearly defined, sequenced, and ready for agile delivery.
  • Partner with business stakeholders, operations, compliance, analytics, technology, and vendor teams to clarify requirements, resolve dependencies, and support timely delivery of high-value product outcomes.
  • Establish product management standards, operating routines, and reporting practices that improve transparency, delivery predictability, stakeholder alignment, and accountability for business outcomes.
  • Translate business, operational, regulatory, and stakeholder requirements into clear business requirements documents that support solution design, delivery alignment, testing readiness, and outcome measurement.
  • Drive incident management efforts to completion by coordinating issue intake, impact assessment, stakeholder communication, root cause analysis, remediation planning, and timely closure of business-critical incidents.
  • Ensure Product Owner teams meet key performance metrics and indicators, maintain strong stakeholder satisfaction, and continuously improve delivery quality, predictability, and Net Promoter Score performance.
  • Support the Senior Manager of Product Management with strategic thinking, planning, and execution by helping shape priorities, evaluate trade-offs, align stakeholders, and translate strategy into actionable delivery plans.


Qualifications

Your Knowledge and Experience
  • Bachelor's degree or high school diploma/GED and 4 years of additional relevant experience in lieu of a degree required
  • Degree in business, finance, economics, public health, IT preferred
  • 7 years of prior relevant experience in product management, product ownership, program management, health care operations, or related business experience, including experience translating business needs into requirements, roadmaps, and measurable outcomes.
  • 2 years of people leadership required in the capacity of team lead, supervisory, or comparable experience coaching product owners, product managers, analysts, or cross-functional delivery teams.
  • Strong understanding of agile product delivery, intake management, roadmap planning, backlog prioritization, user story development, dependency management, and release planning.
  • Experience in health plan, health care quality, affordability, provider network, utilization management, regulatory, or clinical operations experience, with familiarity working across business, technology, analytics, operations, and vendor partners strongly preferred.


Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
