The PositionThe Lee County Port Authority (LCPA) is seeking a Manager, Procurement to lead a team of Procurement Agents and oversee public-sector purchasing, bidding, and contract administration for the Southwest Florida International Airport (RSW) and Page Field (FMY). This is a mid level management position with an opportunity for professional development and career growth within a dynamic, expanding organization.
The anticipated annual salary range for the ideal candidate is between $85,689 and $102,826
Minimum Requirements- A valid Florida driver's license within 30 days of hire
- A Bachelor's degree in Business or Public Administration or related field, and a minimum of four years of experience required, or an equivalent combination of education and experience
- A minimum of three years of experience in a Supervisory role
- Must currently hold a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) or the ability to obtain within 24 months of hire
- Must successfully pass a criminal background screening, drug test, and meet the requirements to obtain a Security Identification Display Area (SIDA) badge, through the SIDA training process and TSA Security Threat Assessment
Key Responsibilities- Direct, hire, and supervise Procurement Agents within the procurement office, establishing performance goals, evaluating progress, and supporting staff development through coaching and technical training
- Oversee and maintain procurement software platforms ensuring continuous operational functionality, data integrity, and seamless purchasing workflows
- Participate in departmental strategic planning, contributing to the development and implementation of organizational procurement goals
- Analyze cost, spend, and market data to identify price trends, prepare cycle reports, and evaluate operational efficiency to guide data-backed purchasing decisions
- Oversee the end-to-end procurement process for highly technical, specialized, and complex purchases
- Draft, negotiate, and formulate robust procurement contracts to protect organizational interests
- Review and approve requisitions, ensuring all purchases comply with organizational policy as well as federal, state, and local laws

Overview of BenefitsFlorida Retirement System (FRS)The Port Authority participates in the Florida Retirement System (FRS). Employees have the option of choosing between two retirement plans:
1) FRS Pension Plan - traditional retirement plan that offers a guaranteed monthly benefit upon vesting requirements
2) FRS Investment Plan - benefit is based on contributions made to the account and on investment performance. Both plans require eligible employees to contribute 3% per paycheck, while the employer contributes 13.59% for regular class or 37.74% for Special Risk, and 32.60% for Senior Management Service Class (SMSC).
Medical InsuranceThe Port Authority offers two plan choices for all full-time employees, their legally married spouse and their dependents. Coverage begins the first of the month following their date of hire.
Dental InsuranceThe Port Authority offers a dental plan for full time employees, their legally married spouse and children.
Vision InsuranceThe Port Authority offers two (2) affordable plans options to select: Low and High Plan for full time employees, their legally married spouse and children.

Flexible Spending Account(s)There are two (2) types of FSA reimbursement accounts that allows contributions to be deducted from each paycheck before taxes to cover expense with pre-tax dollars. This lowers your taxable income. 1) Medical Expense Reimbursement - covers out-of-pocket expenses for medical, dental and/or vision expenses; 2) Dependent Care Reimbursement - covers daycare costs for dependent children under the age of 13 or elderly adult daycare.
Life /AD & D InsuranceThe Port Authority provides this benefit at no cost to the employee. Employees are insured at an amount equal to the annual salary rounded to the next higher thousand dollars. The AD&D insurance provides additional coverage in the event the employee should lose their limb(s), eyesight or die.
Additional Life InsuranceThe Port Authority provides the employee with an option to purchase additional life insurance coverage for him/herself, their spouse and their child(ren).
Short Term DisabilityThe Port Authority provides the employee with short term disability coverage for him/herself at no cost to the employee. Benefits are paid to 60% of salary up to nine (9) weeks.
Long Term DisabilityThe Port Authority provides this benefit at no cost to the employee. Benefits are paid up to 60% of the employee's salary after being disabled for 60 consecutive days.
Direct DepositThe employee's payroll check is directly deposited into the bank of their choice.
