Reporting to the Director, Payroll, the position is responsible for reconciling all Payroll accounts, ensuring production of financial accounting and related statistical and regulatory reports and overseeing all benefit administration tasks including coordinating and scheduling work assignments, supervising the preparation and processing of bi-weekly group benefit transactions and remittances, compliance with collective agreement and government regulations, and the coordination of projects such as Canada Savings Bonds and United Way campaigns.
Manages the payroll accounting and benefits team including hiring, training, coaching/mentoring, and conducting performance management of team by interviewing and making selection decisions, scheduling staff, coordinating work assignments, evaluating employee performance, determining related training and orientation requirements, addressing performance issues through intervention or counseling, as required, investigating work and staff issues, addressing grievances and, where necessary, initiates disciplinary action up to and including termination in conjunction with the Director, Payroll.
Plans, develops and implements quality improvement processes, policies and procedures to improve effectiveness and efficiency of customer service and ensure integrity of the payroll accounting and benefits processing.
What you'll do Payroll/Accounting
- Manage the reconciliation of payroll accounts with general ledger and other management reporting systems.
- Ensure adequate internal controls are present for payroll system.
- Analyze and report workforce and productivity levels and assist in the preparation of workforce and productivity budgets and standards by identifying new and existing activities and appropriate measurement standards.
- Participate/develop and implement accounting policies and procedures and maintain the policy and procedure manual for Payroll.
- Complete statistical reports such as the Business Payroll Survey (BPS) and periodic reports for finance and regulatory bodies. Responsible for developing/producing relevant and meaningful payroll and management reports.
- Responsible for providing all year-end audit support required by external auditors including working papers, supporting information and documents and responding to queries.
- Function as lead for the financial period review preparations including payroll reconciliations and disbursements.
- Prepare corporate reports for benefits and labour; regularly coordinates and report financial information to the Ministry of Health, HEABC, and other governmental agencies as required (i.e. Completes semi-annual (GEU) and annual reports (Health sector HSCIS, HBT, T4 WCB)).
- Manage all GL and other downstream interfaces.
- Ensure all combo edits and corrections take place as required.
- Perform other related duties as required.

- Ensure all third party bills (HBT, 50/50, union) and remittances including self paid benefits are made as required.
- Ensure all retroactive and other adjustments are made in Peoplesoft.
- Ensure reconciliation of carrier statements.
- Perform other related duties as required.
What you bring Qualifications
- University Degree and Professional Accounting Designation such as CA, CGA, CMA, plus as least five (5) to seven (7) years related experience with at least four (4) in a managerial position.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples within social and health contexts. This includes significant understanding of Indigenous-specific mandates and a commitment to addressing and mitigating Indigenous-specific racism and discrimination. The role involves actively embedding Indigenous Cultural Safety and Humility into daily practices and fostering a diverse and inclusive team environment. Additionally, it requires practical expertise in engaging with diversity, promoting equity, and advancing inclusion (DEI) initiatives.
- Demonstrated practical knowledge and understanding of legislative obligations and provincial commitments relevant to Payroll, Accounting & Benefits, based on foundational documents such as the Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place: Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan, Remembering Keegan: A First Nations Case Study, Anti-Racism Data Act, and the BC Human Rights Code. This includes understanding how these obligations intersect across the healthcare system and applying this knowledge to support team compliance and operational effectiveness.

- Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular, Full-time
Salary Range: $108,147 - $155,461 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
