Manager of Public Works

Regular, Full-Time (Exempt)

The District of Sechelt is seeking a dynamic and experienced Manager of Public Works to lead our dedicated team in maintaining and enhancing the community's infrastructure. Reporting to the Director of Engineering and Operations, this key leadership role is responsible for the operations, maintenance, and cleanliness of all municipal facilities, fleet, properties, and infrastructure.

As Manager, you will provide strategic direction and hands-on support to Public Works staff, ensuring high-quality service delivery and alignment with departmental goals and objectives. This is an exciting opportunity to make a meaningful impact in a growing coastal community. Key responsibilities include:
  • Lead, train, schedule, and supervise Public Works staff, fostering a culture of safety, accountability, and teamwork.
  • Ensure compliance with all District policies, procedures, practices, WorkSafe regulations and all applicable external regulations.
  • Manage the municipal fleet and equipment, including maintenance, procurement, and inventory control.
  • Oversee departmental budgeting, purchasing, and resource allocation.
  • Respond to after-hours emergencies and coordinate appropriate action.
  • Address public inquiries and concerns with professionalism and tact.
  • Collaborate with Engineering on capital project planning and execution.
  • Coordinate contractors, internal resources and permitting (archaeological and environmental) to complete Public Works projects.
  • Liaise with external stakeholders, contractors, and other levels of government.


Role Requirements

Applicants must meet the following qualifications:
  • Valid BC Class 5 Driver's Licence (or equivalent) with a clean drivers abstract.
  • Minimum 5 years of progressive experience in municipal public works or a related field.
  • Proven ability to manage and maintain a variety of municipal equipment (e.g., backhoe, dump truck, excavator, street sweeper, snow/ice control equipment).
  • Understanding and experience overseeing wastewater and stormwater collection systems.
  • Proficient in reading and interpreting engineering and technical drawings.
  • In-depth knowledge of the hazards, WorkSafe regulations, safe work procedures and practices pertinent to public works and wastewater collection (e.g. excavations, confined space entry, lock-out, working alone, handling of chemicals and hazardous goods, biohazards, traffic safety and more).
  • Strong mechanical aptitude.
  • Ability to respond effectively to emergencies and make sound decisions under pressure.
  • Excellent interpersonal skills with the ability to resolve conflicts and build positive relationships with staff, the public, elected officials, and external partners.
  • Strong verbal and written communication, leadership, and managerial skills.
  • Proficiency in Microsoft 365 applications (e.g., Word, Excel, Outlook, Teams, SharePoint) with the ability to quickly learn new software systems.
  • Demonstrated organizational and time management skills, with the ability to effectively manage multiple priorities in a fast-paced environment.
  • Strong problem-solving and analytical thinking skills.
  • Effective verbal and written communication skills, with the ability to communicate tactfully and maintain cooperative working relationships.


Preferred
  • Certification in wastewater collection would be an asset.


Working Conditions

This is a regular, full-time role, excluded from the bargaining unit. Hours of work are 35 hours per week, Monday through Friday, although flexibility in responding to after-hours emergency call outs is required. The salary range for this role is $120,661 - $134,747 per annum based on experience, plus an attractive extended benefits and pension package, and six weeks' vacation to start.
