Full Job Description
Were looking for an experienced, collaborative, and forward-thinking Manager of Planning & Building to join our team in a full-time permanent capacity. This leadership role supports responsible growth and development while overseeing planning, building, and business licensing
services for the community.

Responsibilities:
  • Organize, coordinate, and direct day-to-day planning, building, and business licensing services.
  • Lead, supervise, mentor, and support Planning and Development Officers, Building Officials, and clerical support staff.
  • Prepare and present reports to Council and make recommendations for amendments to bylaws, policies, procedures, and standards. • Support annual strategic, budget, and operational objectives while monitoring revenue and expenditures.
  • Administer development review processes, building compliance matters, business licensing, and related records.
  • Represent the City at Council and Committee meetings, public hearings, open houses, community meetings, and intergovernmental or provincial meetings as required.
  • Work collaboratively with other departments, consultants, developers, residents, businesses, and community groups.

Required Qualifications:
  • University degree in planning or a related field supported by a minimum of five or more years of progressive municipal planning experience, or an equivalent combination of education and experience.
  • Relevant post-secondary education supported by extensive knowledge of the BC Building Code and building construction methods and materials may also be considered.
  • Knowledge of municipal bylaws, land use, development, planning, building, and subdivision processes.
  • Comprehensive knowledge of municipal and provincial acts directly related to municipal planning, building, and subdivision.
  • Strong written and verbal communication skills, including public speaking and explaining technical matters to non-technical audiences.
  • Demonstrated leadership and relationship-building skills, including the ability to lead a team in a unionized environment.
  • Registration as a Professional Planner and/or full membership with the Planning Institute of BC/Canadian Institute of Planners
  • Building Officials Association of BC Level 3, Plumbing Inspectors Association of BC Level 2 certification, and previous subdivision Approving Officer experience are considered assets.

Remuneration for this position ranges from $109,029 to $125,165 per year based on education and experience. The successful candidate will be eligible for the Citys Health and Wellness Benefits, Employee and Family Assistance Program and City matching pension plan.
