Summary

You will serve as the Business Operations Manager in the Strategic & Computing Systems Department of NAVSURFWARCENDLD.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The NT-06 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

Help

  • You will lead and manage an organization of business and financial managers as well as other administrative professionals responsible for the financial planning and business operations for the Department.
  • You will serve as a senior advisor and administrative/technical expert regarding administrative services and business operations.
  • You will directly support the Department's Board of Directors to develop, review, and implement projects, policy and studies that are designed to impact long-range plans, strategic goals, strategic investments, and business operations objectives.
  • You will stay abreast of all current and emerging policies in financial management, budgeting, human resources, acquisition, procurement, and other business operations to keep personnel informed of guidance.
  • You will oversee the development and sustainment of business and financial processes, products, and tools enabling the efficient and effective execution of a multi-appropriation Department portfolio.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

For the NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing administrative and business operations tasks within a Navy working capital fund.

Examples of Qualifying Experience may include:

    • Applying Navy financial management policies, federal contracting policies and implementation of human resource policies.
    • Knowledge of information technology, budgeting, financial management, accounting, human resources, & acquisition.
    • Skill in communication, researching, analyzing, and statistical methods.
    • Ability to perform supervisory responsibilities and recommend process improvements.


For the NT-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 pay band (GS-13/14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading and developing complex administrative and business operations tasks within a Navy working capital fund.
