How You'll Lead and Support Your Team

In this leadership role, you will provide strategic and operational leadership for Facilities Services, ensuring public safety, building security, preventative maintenance, repair and operations managed effectively across municipal facilities. You will also have the following accountabilities:

• Ensure insurance, equipment, procedures and controls are in place to protect the Corporation from civil liabilities for the facilities under the diverse portfolio of the Division, and maintain thorough knowledge and ensuring compliance with applicable legislation, regulations, and by-laws governing municipal facility management operations.
• Monitor levels of service; establishes standards for service delivery, and ensure they remain consistent with the overall Corporate and Department objectives.
• Develop and monitor operating and capital budgets relating to Corporate facilities maintenance.
• Serve as the corporate lead for Technical Safety Standards (TSSA) (boiler, refrigeration, elevating devices, pressure vessels and amusement ride licensing), Asbestos and Designated Substance management under the Occupational Health and Safety Act and the hazardous waste registration program.
• Liaise with and respond to inquiries from internal divisions/departments, other municipalities and levels of government/agencies and various community leaders and groups; and maintain appropriate media relations on issues relating to the division.

What You'll Bring to the Team

Here's what will help you succeed as the Manager Facilities Services:

• Degree in Mechanical/Electrical engineering and eligible for registration as a Facility Management Professional, together with a minimum of six (6) years progressively responsible management experience in facility maintenance and operations; or
• Electrical or Mechanical Engineering Technology Diploma along with an Electrical or Mechanical Red Seal Trades Certification and eligible for registration as a Facility Management Professional, together with a minimum of 7 years progressively responsible management experience in facility maintenance and operations; or
• Facilities Management Diploma with a minimum of ten (10) years progressively responsible management experience in facility maintenance and operations.
• Knowledge and experience in managing a diverse portfolio of corporate facility assets through their lifecycle including an understanding of refrigeration plants, aquatic operations, heating and ventilation systems, mechanical systems, electrical systems, life safety and security systems, structural building standards, building and grounds maintenance.
• Previous managerial experience in a large, unionized government or private sector organizations.
• Demonstrated knowledge of various components of human resource management.Experience in budget development, financial management and procurement.
• Knowledge of and ability to interpret applicable municipal by-law, provincial legislation, and related regulations.
• Demonstrated competencies with using information technologies to support asset management, financial management, report preparation, data analysis, presentation, and communications.
• Experience facilitating change and organizational transformation in a complex organization.
• A strong understanding of risk management and quality improvement initiatives.
