Position Overview

Responsible for the management of the Development Engineering Greenfield Division of the Development Engineering Department, ensuring municipal services at various stages of land development are planned, designed and constructed to provide for the City's existing and future development. Responsible for the preparation and evaluation of subdivision, servicing and cost sharing agreements relating to land developments with developers, builders and contractors. Ensures that the City's engineering design standards and procedures are updated. Aids in the development of master servicing schemes for integration of Regional and Provincial systems i.e. sanitary and storm sewer, watermain networks, stormwater quality and quantity management and road networks. Undertakes specialized studies or retains external consultants to perform research and provide opinions on related issues.

Qualifications and Experience
• University Degree in Civil Engineering or suitable equivalent.
• Minimum of seven (7) years' of experience (inclusive of E.I.T. experience) in municipal road and servicing design and construction, transportation/urban planning and/or development application approvals, including progressive managerial and supervisory experience
• Valid Class "G" Ontario driver's license in good standing with a reliable vehicle to utilize on corporate use
• Eligibility for membership in the Association of Professional Engineers of Ontario
• Demonstrated knowledge and understanding of planning issues facing rapidly urbanizing municipalities
• Thorough working knowledge of sound design and planning principles, concepts and practices. Understanding Federal, Provincial, Regional and Municipal Legislation and Policy.
• Strong understanding of related disciplines, studies and processes impacting city building decisions
• Demonstrated experience drafting complex reports and implementation of documents/processes.
• Thorough knowledge of and the ability to understand and coordinate interdisciplinary design matters.
• Exceptional management, judgment, analytical, organizational, time management and interpersonal skills. Ability to multi-task projects with significant consequences and has political acumen.
• Verbal and written communication skills on technical and non-technical matters addressing all levels of audience. Ability to manage expectations
• Ability to negotiate/facilitate, build consensus and present information to varied audiences, including at Committee of the Whole, Public Meetings and Council meetings
• Knowledge of and demonstrated ability in the City's core competencies and identified functional and leadership competencies.
