Full Job Description
PRIMARY FUNCTION

Manager, Benefits leads, plans, organizes, and manages the day-to-day tactical and transactional operations of our enterprise benefits program(s) (i.e., group health, dental, vision, disability, life insurance, 401(k) plan, supplemental/voluntary benefit plans, wellness, retirement and PTO programs) to attract and retain clinical and support staff. Ensures benefit programs are market competitive and cost-effective. Administers and manages the day-to-day operations of our benefits programs, including development, interpretation and administration of policies, procedures, and summary plan descriptions. Responsible for researching new benefit programs that would enhance existing programs. Provides data analysis, metrics and technical support in the delivery of the benefit programs. Incumbent will align our Benefits program initiatives, strategies, and vision to support the company's overall mission, goals and objectives. Adhere to corporate policies, including local, state, and federal laws and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Must possess an in-depth knowledge and expertise in employee benefits; makes recommendations on pending legislative actions regarding benefits, and conducts research as it relates to a national and enterprise benefits strategy.


  1. Vendor management: Manage ongoing relationships with external consultants and suppliers (for example, benefit brokers); Works closely with broker to conduct benchmark analysis to identify trends in industry and competitors to provide competitive and cutting-edge benefits on a national basis. Negotiate contracts as necessary with insurance broker, third party administrator (TPAs), and wellness vendors to secure the best rates and services.


  1. Establish and implement a quantitative scorecard process for selecting new benefits and evaluating the effectiveness and impact of current benefits programs. Administer conjoint benefits or similar surveys.


  1. Manages and collaborates with the HRIS Manager to ensure benefits configuration and data set-up is accurate. Ensures employee benefits transactions are audited regularly and accurately processed throughout the system.


  1. Monitors and analyzes the flow of employee benefits data within the system and develops internal procedures, guidance, and training for staff to facilitate the timely and accurate update of employee information and benefits records.


  1. Collaborates with HR team members to identify necessary changes in processes to ensure efficient and accurate workflow and the best utilization of system capabilities in order to facilitate the transformation of our benefits programs within an HR Shared Services model.


  1. Conducts due diligence of Merger and Acquisition benefit analysis and programs and ensures successful planning, integration and/or transition of benefit programs for PC (Clinician Entity) and MSO (Non-Clinician Entity) companies.


  1. Design and implement benefits communications and presentations to increase employee understanding, engagement, and enrollments.


  1. Conducts new hire orientation and annual open enrollment to educate new hires on benefits opportunities & requirements.


  1. Oversees the full scope of requirements for our annual Benefits open enrollment. Reviews/updates plan documents, coordinate logistics for open enrollment period, provides communication and presentations across enterprise, and reviews employee enrollments internally with benefits team for accuracy and coordinates required benefit system feeds/integration with benefits vendor.


  1. Recommends benefits programs to management by analyzing employee survey responses, claims utilization reports, and trends and developments in benefits offered by other competing organizations. Coordinates and schedules, quarterly, semi-monthly, yearly and/or as needed Benefit meetings with Executive Leadership Team and Benefits Broker and Retirement Plan vendor.


  1. Prepares special reports and presentations by collecting, analyzing, and summarizing benefit information and trends.


  1. Performs benefits supervision and administration to include reviewing deductions for accuracy, HSA contributions, claims resolution and resolves employee questions and problems by interpreting benefit policies and procedures.


  1. Maintains employee benefit records within legally compliant recordkeeping policies and processes. Administers benefit and leaves requirements in accordance with company policies and local, state and federal guidelines.


  1. Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans. Responsible for coordinating payment of vendor invoices with our Finance/AP team and via MediusFlow invoice payment system.


  1. Ensure compliance with all federal and international legal and disclosure requirements such as ACA, COBRA, HIPAA, and IRS and file required benefits and legal reports. Maintain benefit plan documentation including plan documents and policies.


  1. Partner and lead meetings with key internal stakeholders to ensure efficient plan design, administration, and excellent customer service to employees. Partner with the Finance team to manage and evaluate the cost of all benefits programs to optimize our national benefit plans cost and performance.


  1. Ensure employee heath surveillance is conducted, facilitate FMLA, ADA and work accommodation programs, protecting employees with disabilities, and supporting the general health and well-being of our employees in the workplace by establishing wellness initiatives.


  1. Promotes Life Assistance program and other wellness initiatives (i.e. Newsletters, health fairs).


  1. Manages the Benefits and Leaves team; develop, coach and performance manage team members. Ensures all team members including incumbent is compliant with annual mandatory trainings.


  1. Drives Results and achieves financial objectives; reviews and reconciles against Benefits operational budget; expenditures; and analyzing variances.


SUPERVISORY RESPONSIBILITIES

Manages and supervises the benefits and leaves team including selecting, supervising, and evaluating staff performance.

QUALIFICATIONS

EDUCATION:
  • Minimum bachelor's degree in human resources, Business Administration / Management or related field required.


EXPERIENCE:
  • Minimum 7 years of related experience required.
  • Leadership/management and corporate experience in human resources, employee benefit administration, and healthcare environment preferred.


CERTIFICATION:
  • Certified Employee Benefits Specialist (CEBS) and/or Certified Benefits Professional (CBP) certification highly preferred.


KNOWLEDGE, SKILLS, AND ABILITIES
  • Experience with developing and implementing employee benefit programs and design.
  • Experience with or working knowledge of computer-based system (HRIS), preferably in Dayforce.
  • Advanced knowledge of spreadsheet and database applications, data query tools, word processing software, electronic mail, and internet search tools.
  • Reporting skills, analyzing information, presentation skills, verbal, and written communication, results oriented and strong interpersonal skills.
  • Experience with Federal and State employee benefit and occupational & health laws (Such as COBRA, HIPAA, FMLA, ADA, OSHA).
  • Visionary leader with proven ability to create and implement HR strategies while simultaneously executing HR activities.
  • Exhibits strong integrity and loyalty to corporate vision & mission.
  • Exceptional interpersonal skills and business savvy.
  • Proven experience in change management within a highly complex, matrix environment spanning multiple, geographically disbursed locations.
  • Experience leading a team in a complex and growing organization - specifically benefits administration and Occupational Health.
  • Strong managerial, interpersonal, organizational, analytical, decision-making, problem solving, negotiation and verbal and written communication skills.
  • Experience in workforce planning (head count, budget, systems, etc.).
  • Ability to manage expectations, processes, and multiple projects simultaneously.
  • Must be able to communicate and present effectively and constructively in writing and verbally with all levels of employees.
  • Must be able to use judgment and diplomacy in interfacing with all levels of employees.
  • Ability to travel up to 10% of the time to various offices
