This position coordinates and implements the setting of individual reimbursement rates using the Waiver Rate Models; provides in-depth technical advice regarding the maintenance of the Division of Developmental Disabilities (DD) waiver rates systems; develops and participates in the conduct of comprehensive policy research projects that involve data base development, analysis of data and evaluation of policy implications relating to a wide range of waiver rate initiatives; serves as a Division liaison for special projects and to community providers and PAS/ISC agency staff on issues involving waiver individual rates, rate reviews and general department policy concerning rates and rate setting; provides technical assistance to various advocacy groups; and cross-trains Bureau staff in the interpretation, evaluation, and analysis of the different waiver rates for DD.
Essential Functions- Coordinates and implements the setting of individual reimbursement rates using the Waiver Rate Models.
- Provides in-depth technical advice regarding the maintenance of the Division of Developmental Disabilities (DD) waiver rates systems.
- Develops and participates in the conduct of comprehensive policy research projects that involve data base development, analysis of data and evaluation of policy implications relating to a wide range of waiver rate initiatives.
- Serves as a Division liaison for special projects and to community providers and PAS/ISC agency staff on issues involving waiver individual rates, rate reviews and general department policy concerning rates and rate setting; provides technical assistance to various advocacy groups.
- Cross-trains Bureau staff in the interpretation, evaluation, and analysis of the different waiver rates for DD.
- Serves as back-up in performing analytical reviews and maintenance of POS (Purchase-of Service) rates and Long-Term Care Developmentally Disabled and Day Training systems for the Bureau of Community Reimbursement.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
- Requires three (3) years progressively responsible professional experience in management operations analysis.
Preferred Qualifications- Four (4) years of professional experience working with the application and conduct of management studies.
- Three (3) years of professional experience working with electronic data processing operations and the manner in which they are utilized in operations analysis.
- Three (3) years of professional experience analyzing problems and developing systems of action.
- Three (3) years of professional experience adopting and utilizing the concepts and techniques of operations research in developing research projects.
- Two (2) years of professional experience presenting ideas clearly, both orally and in writing.
- Two (2) years of professional experience working closely with staff and management professionals in planning and developing assignments and conducting management evaluation studies
Work Hours: Mon - Fri, 8:30am - 5:00pm, 1 hour unpaid lunch
