Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the MANPOWER,ANALYTICS AND HUMAN RESOURCES SYSTEMS (MAHRS) of ASSTSECNAV MR-A WASHINGTON DC.

Duties

Help

  • You will begin lead management of Total Force (TF) requirements across systems, data, and analytics for military and civilian workforce domains.
  • You will integrate requirements across disparate functional areas, ensuring a cohesive enterprise approach that eliminates redundancy and promotes interoperability.
  • You will maintain full traceability of requirements from initial identification through implementation.
  • You will provide authoritative expertise in manpower, Human Capital (HC) management, and Human Resources (HR) to support enterprise workforce planning and strategic decision-making.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Cyberspace Workforce position, work role code SYSTEMS REQUIREMENTS, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies
  • Systems Requirements Planner (641) - Consults with customers to evaluate function requirements and translate functional requirements into technical solutions.
  • Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying strategic planning principles and practices of the interfaces between strategic planning and effective Human Capital/ Human resources business practices;
  • Experience applying policy and planning concepts and practices, interrelationships of multiple IT disciplines, data standardization, data sharing,
  • Experience applying project management methods to support programs; mastery of data governance and management.
