Summary

Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in El Centro, California; San Diego, California; Seattle, Washington.

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Duties

Help

As a Management and Program Analyst, at the full performance level, you will perform the following duties:

  • Conduct analytical studies and management reviews to assess and improve the effectiveness of agency programs, operations, and management processes, applying qualitative and quantitative methods to identify trends and recommend solutions.
  • Develop program evaluation frameworks, including identifying performance indicators, designing data collection methods, and applying statistical techniques to measure program outcomes.
  • Evaluate program accomplishments against established goals, assessing compliance with policies and regulations, and recommending program adjustments and resource optimization strategies.
  • Assess the projected impact of new or modified legislation on agency programs and resources.
  • Collaborate with stakeholders across HSI, ICE, and other law enforcement agencies on studies that cross organizational lines, and presenting findings and recommendations to management through reports, briefings, and presentations.
  • Advise staff on program evaluation and management practices, contributing to standard operating procedures, and monitoring emerging trends in program management.

Qualifications

Minimum Qualifications for GS-09:

Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service, performing 3 or more of the following:

  1. Assisting with studies or reviews of an organization's programs, operations, or work processes;
  2. Gathering and analyzing data using basic statistical or analytical methods to identify trends or problems;
  3. Helping track program performance, such as collecting data or supporting the measurement of results against goals; and
  4. Preparing written summaries, reports, or presentations of findings and recommendations for review by senior staff.


OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Minimum Qualifications for GS-11:

Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service, performing 3 or more of the following:

  1. Planning and conducting studies to evaluate the effectiveness of an organization's programs or operations;
  2. Analyzing quantitative and qualitative data to identify trends, measure performance against goals, and recommend improvements;
  3. Developing performance measures and data collection methods to evaluate program results; and
  4. Presenting findings and recommendations to leadership and working with staff across offices to put solutions in place.


OR

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
