Summary

As a Management and Program Analyst with Plant Protection and Quarantine (PPQ), Permitting and Compliance Coordination (PCC), Containment, Soil, Transit, and Federal Noxious Weeds Permits Branch (CSTFP), you will provide leadership to implement, monitor, and communicate at the national level, APHIS PPQ policies, procedures, and regulations pertaining to the issuance of permits and the inspection of facilities that contain regulated material.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Provides a variety of services relative to the development, analysis, review, and coordination of proposed PCC or CSTFP program policies designed to meet program management and operational needs.
• Employs quantitative and qualitative analytical methods in conducting macro-planning studies or initiatives of the CSTFP branch, or PCC overall.
• Reviews and evaluates applications for regulated articles and issues transit or other permits, letters of no jurisdiction, or letters of denial.
• Analyzes technical information to determine the propriety or necessary safeguards of PPQ permits and transit commodities through the US.
• Collaborates with the containment scientist or other regulatory specialists to analyze and develop the most effective permit conditions for safeguarding the regulated material.
• Coordinates with field personnel on new inspections and compliance inspections of previously inspected facilities to document continued compliance with physical and operational safeguards.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates.

• Analyzing and making recommendations and decisions on safeguards and policy for the safe movement of regulated material and the transit of plant and plant products
• Developing reports and recommendations to inform modification of regulations and policy based on knowledge of procedures, law, and compliance issues regarding agricultural permitting and permitting procedures.
• Ability to write and present results of analysis in a clear, concise, and comprehensive manner and in a format meaningful to those in policy-making and decision-making positions

• Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
• First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
• Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
• Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
• Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
